Job Summary

The Property Tax Division helps ensure the proper administration of the state’s property tax laws. It plays a key role in the property tax process through its interaction with county government by overseeing the administration of the property tax system, ensuring fairness in assessment, distributing funds accurately, and educating local officials and the public about how the property tax system works. The division is unique in that Minnesota property tax is a local tax primarily administered at the county level. Its primary customers are the counties, cities, and local officials throughout the state that directly collect property taxes.

This position supervises the Information and Education Section of the Property Tax Division to provide service, information, education, feedback, technical assistance, and sound tax policy in the administration of the property tax laws of Minnesota.

Responsibilities for this position include:
1. Provide leadership, direction, guidance, and education so that Department policies and employment laws are followed.
2. Serve as a resource internally and externally by analyzing, and commenting on proposed changes in property tax law, policy, and procedure.
3. Oversee the creation and dissemination of technical assistance and education regarding property tax administration.
4. Ensure property tax programs are administered efficiently, accurately, and according to statutory deadlines by ensuring education and resources are effectively created, maintained, supported, and enhanced.
5. Partner with division leaders to guide the Division effectively and consistently.

Teleworking employees are required to live in Minnesota or a bordering state in a county along the Minnesota state line.

Minimum Qualifications

  • Four (4) years of professional level experience with Property Tax administration with specific and detailed knowledge of Minnesota property tax laws.

OR

  • Bachelor's degree in political science, public administration, education, communications, or related field, plus three (3) years of experience as described.

OR

  • Master's degree as described or Juris Doctor plus two (2) years of experience as described.

AND

  • Leadership skills sufficient to lead a diverse group of individuals in a hybrid environment such as effectively supervise, plan, assign, and direct the work of others; and effectively delegate responsibility, monitor progress, mentor, and develop employees.
  • Experience conducting tax or public policies research and/or analysis.

Applicants who meet the above requirements will be further evaluated based on the following areas during the interview process:

  • Communication and interpersonal skills sufficient to speak in public and work effectively in a team environment with colleagues and employees from a variety of departments, and leadership levels.
  • Written skills sufficient to write clear and concise written procedures, work instructions, correspondence, reports etc.
  • Ability to design, facilitate and conduct training sessions.

Preferred Qualifications

  • Bachelor's degree in political science, public administration, education, communications, or related field.
  • Licensed as a Certified Minnesota Assessor or higher.
  • Knowledge of the legislative process sufficient to participate in the division's legislative policy team.
  • Leadership experience which includes supervision or lead worker experience of professional level employees.
  • Experience in educational curriculum development and training including assessing, developing, writing, and teaching classes and seminars.
  • Knowledge of Minnesota property tax law, Department of Revenue policies and procedures, Attorney General opinions, and court decisions as they relate to the administration of property tax.

Physical Requirements

  • Requires occasional lifting and/or occasional moving of articles such as boxes, laptop computer, training/outreach materials and portable projector.
