The Division of Human Resources Management (DHRM) is looking for a motivated, self-starter who wants to be part of a great team to help make the State of Utah an employer of choice! The chosen candidate will help build out and maintain a recruiting and hiring infrastructure to support recruiters and hiring managers in their efforts to attract and hire quality talent to meet agency staffing needs.

This position will be in office one day a week and remote the rest, office located at the Taylorsville State Office Building 4315 S 2700 W Taylorsville, Utah.

RESPONSIBILITIES:

• Build new hire and advanced training and development program for HR analysts
• Develop recruiting and sourcing strategies to help attract and hire quality talent including outreach to underrepresented communities
• Help make the State of Utah an employer of choice through development of the State’s employer brand
• Consult with agency management and HR professionals to diagnose and solve specific recruiting challenges
• Analyze recruiting and hiring industry trends to anticipate needs for change and opportunities for improvement
• Improve DHRM recruiting practices and processes to ensure they are easy to use, timely, and produce quality results
• Conduct executive recruitments for the Governor’s Office to fill cabinet level positions
• Assist employer brand manager with redesign and rebuild of the division’s websites including the state's career page
• May supervise employees

• Successfully manage multiple projects simultaneously coordinating communication across functional areas and field offices to ensure efficiency and quality outcomes
• Build and maintain effective working relationships within the division and across departments
• Design and build effective training and development plan that contributes to HR analyst performance outcomes and success
• Assess, plan, and implement recruiting processes and strategies that will improve candidate experience, candidate outreach, hiring manager experience, time to hire, and/or quality of hire
• Contribute to the development of the organization’s employee value proposition
• Familiarity with WordPress and/or experience with google sites or websites is preferred

• Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
