The Panum Group is looking for an energetic, experienced Geospatial Programmer/Analyst support technician to join our team supporting critical geospatial programs at the USDA.

The USDA Enterprise Geospatial Management Office (EGMO) has implemented a Strategic Plan that lays out the approach for advancing geospatial information and related technology and activities. It identifies four key goals: (1) Implement the requirements of the Geospatial Data Act (GDA) and align with associated directives and legislation; (2) Strengthen Business Engagement to increase understanding of the value of geospatial data, information, tools, and technology; (3) Increase inter-agency cooperation by implementing collaborative partnerships to create geospatial cost efficiencies; (4) Empower the USDA geospatial community of practice in support of the USDA’s mission.

The successful candidate for this role will play a key part in helping to implement EGMO objectives. They will have established geographic information systems (GIS) and computer mapping skills, excellent problem-solving and communication skills, and a passion for scientific research – with a keen eye from a business management and regulatory compliance perspective. This is an excellent role for a detail and process oriented, forward-thinking professional. The position can be hybrid-remote, with the client office on the Mall in Washington, DC (easy metro accessible). Seeking a candidate with a minimum of 5-8 years’ experience in a program management office lead role supporting execute and Federal Clients.

Roles and Responsibilities

  • Provide analysis, design, and support for leading-edge geospatial application development solutions.
  • Provide geospatial application development support for core areas within the geospatial application development lifecycle. Focus areas: geospatial applications, data, architecture, software, services, and contracts.
  • Work with EGMO staff and various working group members to plan project objectives, milestones and assess business implications for each stage.
  • Provide process and workflows to support optimization of key geospatial application development processes and procedures.
  • Provide technical analysis of geospatial mapping services.
  • Provide coordinated liaison support to business and technical teams and those working projects across various areas of the geospatial community of practice.
  • Participate in weekly status meetings, develop, and submit Weekly Activity Reports (WARs), provide weekly status updates, participate in weekly meetings to assess progress on specific assignments, and track project accomplishments.
  • Provide weekly, monthly, quarterly, annual, and other reports and presentations as required/needed for EGMO leadership and Sr. level staff.
  • Manage project schedules, maintain tracking tool(s), and monitor status of all deliverables to ensure timely submissions.

Minimum Qualifications

  • Bachelor’s degree from accredited University/College in Geography, GIS, Information Technology, Computer Science, Information Technology, or similar field
  • 5-8+ years’ experience supporting executive and Federal clients in a program management lead role.
  • Working knowledge of proprietary and open-source geospatial technology solutions
  • Communicate clearly and effectively, with the ability to verbally convey technical data into comprehendible stories and reports to non-technical professionals
  • Understanding of Integrated GPS and GIS principals
  • Expertise with Esri ArcGIS geospatial application and tools, and the ability to demonstrate capabilities
  • Skilled knowledge of project support methodologies, policies, and procedures
  • Solid understanding of analytical tools and processes, requirements documentation, user acceptance testing, and stakeholder management
  • Expertise with visualization tools, especially Excel, PowerPoint, SharePoint, MS Project, Visio, Word. and other standard business tools
  • Working knowledge of software version management, patch management and change management
  • Proven work experience as a GIS technician, and experience with geospatial applications / programs
  • Advanced computer programming and data analysis skills
  • Statistical, mathematical, and methodology skills.

  • Strong verbal communication skills and the ability to convey key points with concision and accuracy
  • Strong technical writing skills with the ability to produce high quality deliverables and reports
  • Ability to meet strict timelines and comply with regulatory and other requirements.
  • Strong attention to detail, highly organized, and able to thrive in a busy, deadline driven atmosphere
  • Ability to quickly gain expertise in new concepts and communicate technical information to a non-tech audience

  • Work directly with and build strong, mutually beneficial relationships with Federal Clients daily

Preferred Qualifications

  • Geographic Information System (GIS) or GIS Professional (GISP) certification a plus
  • Previous experience working with USDA
  • Experience working with IT Governance frameworks
  • Demonstrated knowledge of Agile and Scrum framework, sprint planning, and business process management expertise using tools like MS Project and JIRA
  • Geoplatform.gov experience a plus
  • An understanding of metadata and ISO 19115 requirements a plus
  • MS PowerBI expertise a plus
  • Tanium experience a plus
  • Data analysis / business intelligence (BI) experience
  • Solid understanding of Section 508 complianc
