Project Overview
Located in Sunny Southeastern Washington State, on the Hanford reservation, Bechtel and its partners are designing, constructing, and commissioning the world’s largest radioactive waste treatment plant for the U.S. Department of Energy. The Hanford Tank Waste Treatment and Immobilization Plant (WTP) will use vitrification technology to process and solidify 56 million gallons of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era.
The WTP project is the largest undertaking of its kind and one of DOE’s most technically challenging cleanup projects. Its construction spans 65 acres with four major nuclear facilities – Pretreatment, Low-Activity Waste Vitrification, High-Level Waste Vitrification and Analytical Laboratory – as well as operations and maintenance buildings, utilities, other support facilities.This position is located at the WTP Site (22 miles north of Richland) and works a 4x10 schedule, M-Th, 6:30 a.m. to 5 p.m. While it is not expected to be the norm, the selected applicant must be able and willing to occasionally work weekends or nights, as needed, to support the Project.The Waste Treatment Completion Company (WTCC) is a limited liability corporation created by Bechtel National Inc. (BNI) and Amentum. WTCC is a subcontractor to BNI, the prime contractor, to deliver the construction, turnover, startup, and commissioning activities for the WTP project.

Position Summary
The Facility Fire Protection Engineer (FFPE) reports to the Safety and Health (S&H) Fire Protection Manager (FPM) and has the primary responsibility of implementing the WTP Fire Protection Program (FPP) in assigned facilities. With the goal of fire- and life-safety risks, the FFPE will also be responsible for assisting the S&H FPM in the development, implementation, and maintenance of fire protection requirements applicable to safety & health during construction, startup, commissioning, maintenance, engineering, and operation phases of the WTP Project.This position is a “Technical Support Position” for Category 3 Nonreactor Nuclear Facility as defined in DOE Order 426.2, Personnel Selection, Training, Qualification, and Certification Requirements for DOE Nuclear Facilities.

Responsibilities
  • Implements the WTP Fire Protection Program (FPP) and represents the FPM in assigned facilities through implementation coordination, facility inspections, and audits.
  • Maintains a functional understanding of facility fire protection and life safety systems (FPS / LSS).
  • Maintains a functional understanding of the Facility Fire Hazard Analyses (FHAs) and WTP Documented Safety Analysis (DSA).
  • Recommends, reviews, coordinates, and approves compensatory actions for FPS / LSS impairments in accordance with the FPP Impairments Procedure.
  • Performs facility FP audits and Technical Safety Requirements (TSR) inspections in accordance with FPP plans and procedures.
  • Develops and maintains a working understanding of WTP FPP requirements, requirements documents, and their associated implementing mechanisms for compliance.
  • Identifies, records, and reports on FPP compliance deficiencies.
  • Possesses and maintains a functional understanding of the inspection, testing, and maintenance (ITM) of sprinkler systems and fire detection and alarm systems.
  • Reviews work planning documents to assure necessary controls are included in FPS / LSS work activities.
  • Performs periodic oversight inspections of Hot Work Areas.
  • Supports cross-training of fire protection staff to improve proficiency of the FPP.
  • Identifies gaps and implements improvements in the FPP.
  • Supports the Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work in order to protect self, others, and the environment
  • Supports the NFPA-72 Qualified Person performing ITM oversight of fire alarm and signaling systems.
  • May review Hanford Fire Department (HFD) Pre-Fire Plans.
  • May support HFD familiarization tours.
  • May perform final FP verification of hot work permits.
  • May perform FP inspections, audits, and assessments of other WTP facilities and operations.
Qualifications and Skills Basic Qualifications
  • Level1: Bachelor of Science degree in Fire Protection or Fire Safety or a related field from an accredited college or university with at least 6 years of professional working experience specifically implementing fire protection program or fire safety program. In lieu of a degree with 12 years of experience working in a full-time fire protection or fire safety position will be considered.
  • Level2: Bachelor of Science degree in Fire Protection or Fire Safety or a related field from an accredited college or university with at least 9 years of professional working experience specifically implementing fire protection program or fire safety program. In lieu of a degree with 15 years of experience working in a full-time fire protection or fire safety position will be considered.
Additional Qualifications
  • Fire Protection Professional capable of office and field work within the category of Exposed Field Non-Manual (EFNM).
  • Able to perform desk/office work, including writing, computer workstation processes using typical MS Office applications, telephones, and hand-held radios.
  • A demonstrated ability to understand, interpret and incorporate FPP requirements into project implementing documents.
  • A demonstrated ability to develop and make oral reports and/or presentations during planning meetings and training presentations.
  • A demonstrated ability to provide oversight of field activities through inspections, FPS ITM and operations, which will require walking, standing, bending, and turning, along with wearing of personal protective equipment.
  • May occasionally perform loading, transport, and unloading of fire protection associated tools and/or supplies specific to an activity.
  • Possess a demonstrated ability to effectively communicate verbally and in writing.
