TITLE: Field Technician I
LEVEL: Technician Level 2
STATUS: Non Exempt



WORK OBJECTIVE:

Performs intermediate level technical work pertaining to the Village of Wellington’s Utilities Department. Position is responsible for providing semi-skilled to skilled labor in the operation, maintenance, and repair of the Village’s water and/or wastewater transmission, distribution, and collection systems. Position is also responsible for performing meter readings, installations, and recording services while maintaining knowledge of local geography and streets, according to area of assignment. Work is performed under general supervision with limited latitude. Position exercises some judgment in accordance with well-defined policies, procedures, and techniques.

ESSENTIAL FUNCTIONS:
The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this position. The omission of an essential function does not preclude management from assigning duties not listed herein if such functions are a logical assignment to the position.

  • Performs repairs on and replacement of transmission, distribution and collection systems, and equipment in the event of main breaks or for routine service and maintenance.
  • Repairs, installs, services and/or replaces devices and equipment, e.g., valves, traps, meters, pumps, manhole covers, fire hydrants, generators, transmission lines.
  • Provides locations of transmission, distribution and collections lines, and facilities for contractors.
  • Operates various types of equipment in performing duties, e.g., generators, jet vacuum pumps, lift station pumps.
  • Maintains records and daily logs regarding service inspections and completed work assignments.
  • Responds to customer complaints and provides resolution or directs to appropriate personnel; may receive and complete daily work orders related to customer service issues and complaints while in the field.
  • Maintains assigned vehicle and equipment according to prescribed schedules.
  • Performs general maintenance and upkeep of facilities, work areas, and grounds.
  • Reads water meters on assigned route and records readings according to the reading cycle; inspects water meters for tampering, leaks, box conditions, sidewalk areas, access, and obstructions; provides correction or reports to appropriate department staff for resolution according to area of assignment.
  • Removes and replaces water meters as required; assists in coordinating water meter change outs; provides field locations of water services; assists in maintenance of fire hydrants, water meter boxes, and valve boxes according to area of assignment, and may assists with monthly customer connects and disconnects as required.
  • Participates in coordinating programs and special projects, e.g., water meter change outs and installations.
  • Coordinates with plant operators on leaks, main breaks, or related critical events; responds to emergency call-in in the event of hurricane or related critical events.
  • Performs related duties as directed when such duties are a logical and appropriate assignment to the position.

MINIMUM QUALIFICATIONS:
High School Diploma/GED required; supplemented by two (2) years of professional experience in one of the functional areas (e.g., water, wastewater); Class “C” Commercial Driver’s License (CDL) required; Water Class “C” certification required depending on the functional area of assignment; or an equivalent combination of education, training and/or experience. Possession of a valid Florida driver’s license required.

PHYSICAL REQUIREMENTS:
Depending on functional area of assignment, tasks involve the regular and, at times, sustained performance of moderately physically demanding work and may require occasional lifting, carrying, pushing and/or pulling of heavy objects or materials (up to 80 pounds). Tasks that require moving objects of significant weight require the assistance of another person and/or use of proper techniques and moving equipment. May require occasional lifting, carrying, pushing, and/or pulling of heavier objects.

ENVIRONMENTAL REQUIREMENTS:

Tasks are regularly performed outside with potential for exposure to adverse conditions, such as dirt, dust, pollen, odors, fumes and/or poor ventilation, wetness, humidity, rain, temperature and noise extremes, machinery and/or moving vehicles, vibrations, electric currents, animals/wildlife, toxic/poisonous agents, gases or chemicals, oils and other cutting fluids, violence and/or disease, or pathogenic substances.
