The Environmental Safety Manager responds to all hazards material / waste contractual requirements and safety activities.
Responsibilities:
  • Develop and implement Environmental Management Plan (EMP) to meet contract requirements for CFM at DPG.
  • Maintain the expendable and compatible materials for hazardous material spill containment and cleanup per the approved Environmental Management Plan.
  • Report spills, regardless of size, IAW the DPG Installation Spill Contingency Plan (ISCP).
  • Respond to ensure containment and cleanup are accomplished to protect property or water drainage systems IAW the ISCP.
  • Responsible for maintaining all documentation relating to hazardous material, including SDS.
  • Ensure project activities are in full compliance with all federal, state, and local law.
  • Implement a refrigerant management program to ensure compliance with Environmental Protection Agency (EPA), State of Utah, and DPG regulatory requirements concerning chlorofluorocarbons (CFC), the need for recycling equipment/materials, and certification or training of technicians.
  • Document all hazardous material collection and labeling.
  • Support the Environmental Performance Assessment System (EPAS).
  • Sample unknown wastes IAW local requirements.
  • Develop the CFM spill response team to include documentation and training of personnel to respond to emergency spills to meet contract requirements.
  • Responsible for maintaining and managing a system of records to document inspections performed and shall be responsible for the preparation of administrative reports associated with the Safety Program.
  • Provide internal safety training programs for all persons performing services duties and for ensuring that minimum proficiency requirements are met as set forth in the performance work statement.
  • Advise Project Manager and Corporate management personnel of anticipated or actual delays or other unusual matters in connection with contract requirements
  • Maintain safety directives and instructions.
  • Generate and monitor safety inspections and results.
  • Evaluate employee performances to assure execution of safe practices
  • Prepare required management reports pertaining to safety
  • Conducting employee initial safety training and monitoring recurring training.
  • Assist the manager/supervisor in resolving conditions where operations can continue in a safe manner, and follow-up with actions on reported hazardous conditions to ensure the condition is corrected in a timely manner.
  • Maintain records involving complaints, dispositions and related correspondence pertaining to reporting safety and health deficiencies
  • Maintain accident/hazard report control log for the purpose of assigning report numbers and maintaining trend analysis information.
  • Conduct random, unannounced safety surveillance and inspections to all work centers.
  • Conduct occasional safety briefings, meetings and required safety training for all assigned employees, who are documented, denoting attendance and subject matter, and maintain files for the records.
  • Audit to ensure all training is posted to individual employee’s training record.
  • Audit to ensure required records and reports related to safety, health, and environmental concerns are maintained, posted and submitted accurately and timely.
  • Other duties as assigned.
Qualifications:
  • Bachelors degree in related field or a minimum of four (4) years equivalent work experience.
  • Minimum five (5) years in environmental activities, Requires knowledge of Utah, federal, and OSHA laws and regulations.
  • Certified in “HAZMAT Emergency Response” IAW AR 200-1, Section 8-5 CFR 112, and 29 CFR 1910.
  • Trained in OSHA-required certifications under 29 CFR 1910.120.
  • Minimum five (5) years of experience in the safety programs and management
  • Possess and maintain a valid US driver's license and be deemed insurable under company policy to drive GSA and Company vehicles.
Knowledge, Skills and Abilities
  • Ability to listen with comprehension to assist customers with problems.
  • Familiar with the military structure and methodology of operation; particularly, as applicable to maintenance of military family housing.
  • Ability to obtain and retain a security clearance as required by the customer.

  • Ability in fluent speaking, reading, and writing in English in order to converse with costumer and read description of the SO/PM issues.
  • Ability to be punctual, and to work under sometimes stressful conditions
