Manages and enforces all aspects of the Backflow/Cross-connection Prevention Program for the Utilities Department. Inspects industrial and commercial customers for the purpose of enforcing local, state and federally mandated industrial cross-connection and backflow prevention rules and regulations. Prepares enforcement orders and notices and files program reports, as required by the Indiana Department of Environmental Management. Ensures department compliance with existing local, federal and state laws, regulations and policies and researches pending laws and regulations. Reviews engineering plans for development projects to ensure compliance with backflow prevention rules, regulations, and design standards. Performs analysis and manages projects for the water distribution and wastewater collection system improvements and maintenance. Assists with the clear water reduction program to eliminate sources of inflow and infiltration into the wastewater collection system. Gathers and analyzes data, tracks information in the GIS system, manages contractors, reviews and updates policy and program goals and procedures.


Knowledge, Skills and Abilities

EDUCATION/EXPERIENCE
  • Bachelor's degree in environmental engineering, environmental science or a related field, or equivalent knowledge, skills, and abilities to perform the essential duties of the position. Experience equivalent to one year professional experience. Certifications such as Certified Hazardous Materials Manager (CHMM) are preferred.

  • TRAINING/SKILLS
  • Strong mathematical skills necessary. Preferred to have knowledge of cross-connection control rules of the Indiana Department of Environmental Management. Thorough knowledge of computer programs and related equipment for water and wastewater network and treatment calculations, word processing, database management, GIS, and other software relevant to the functions of the position. Demonstrated ability to interpret technical illustrations and engineering drawings.

  • Valid Indiana Driver's License.


  • Additional Information

    Salary: $42,214.50 - $57,623.36

    Hours: 8:00am - 5:00pm, Monday - Friday; other times, as necessary.
