Minimum Qualifications
Education and/or Equivalent Experience:
- Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to Environmental Science, Life Science, Biology, Chemistry, Engineering, Landscape Architecture, Public Administration, Business Administration, Planning, plus six (6) years of experience in a related field.
- Master’s degree may substitute for experience up to two (2) years.
- Related experience may substitute for education up to four (4) years

The Technology Services for Energy Efficiency team is part of the Customer Energy Solution division within Austin Energy. The primary function of the team is to support systems and data which track participation and payouts for numerous rebate and incentive programs Austin Energy offers for the homes and businesses of its customers. The TSEE team is also responsible for administering of the City’s Energy Compliance and Disclosure Ordinance, which involves communicating with property owners to help ensure they remain in compliance with the ordinance. Along with providing general support for the various rebate & incentive programs, this position should expect to focus on leading the team’s efforts related to the ECAD ordinance.
Primary duties include:

- Planning and coordination of annual ECAD compliance cycle activities
- Design and deliver improved customer outreach strategies related to the administration of the City’s ECAD Ordinance.
- Collaborate with internal and external partners to meet program guidelines and goals.
- Assist in defining requirements and acceptance criteria for system enhancements
- Drive continuous process improvement and standardization
- Read and interpret plans, specifications, codes, and City ordinances related to energy efficiency and conservation
- Provide training/consulting expertise to internal and external customers
- Respond to inquiries from City Council, City Management, Boards and Commissions, Federal officials, vendors, and other stakeholders.

Preferred Qualifications
Preferred Experience:
- Experience with data collection and analysis
- Experience with EECP or similar workflow and rebate processing system

Duties, Functions and Responsibilities

- Serve as coordinator or liaison for interdepartmental and interagency issues and projects
- Communicate project and program information to internal and external customers
- Assist in management or resolution of interdepartmental and interagency conflicts
- Facilitate closure of litigated cases
- Negotiate permit and/or plan revisions with project engineers and contractors
- Develop/establish service agreements with other programs, departments and agencies
- Develop and manage contracts
- Manage and review environmental remediation plans
- Provide technical advice and assistance to City management, staff, contractors, and businesses
- Evaluate projects, programs and criteria
- Assist in the development and adoption of new City Code regulations, policies and procedures
- Assist in development of new/revised interdepartmental or interagency protocol or procedures
- Review, evaluate and recommend revisions to City Code, rules, policies and legislative bills
- Review, evaluate and recommend revisions to technical reports, studies and contract documents
- Review site plans, environmental site assessments and stormwater/effluent discharge proposals
- Evaluate existing conditions, collect samples, interpret sampling data, and develop corrective action plans
- Educate and conduct presentations to public
- Assist in the development of short and long range plans
- Prepare written reports, memoranda, letters, RFP/RFQ/IFBs and Standard Operation
Procedures
- Assist in the development and monitoring of budgets
- Attend City Council, Board, Commission Meetings, etc. as a City/Department staff representative
- Respond to requests from the media.
