JOB SUMMARY: This is a full-functioning professional-level position for the San Luis Valley Regional Environmental Health Program. Position is directly responsible to the Regional Environmental Health Program Manager. Employee conducts regulatory inspections and related compliance activities associated with retail food establishments, schools, and child care facilities; and investigates environmental health concerns received in the counties of Alamosa, Conejos, Costilla, Rio Grande, and Saguache. Employee communicates regularly with the public as well as local public health directors and staff, and other agencies and associations.

ESSENTIAL JOB FUNCTIONS (The following are illustrative of essential functions to perform duties and
responsibilities of the job. The position may not be required to perform all duties listed, and may be

  • Conduct regulatory inspections and related compliance activities associated with retail food
establishments, schools, and child care facilities in the counties of Alamosa, Conejos, Costilla,
Rio Grande, and Saguache.
o Inspect retail food establishments; approve the issuance or denial of related permits;
issue licenses as appropriate.
o Assist Program Manager with plan reviews, inspections, and approval of all new or
extensively remodeled food establishments and/or those with change of ownership.
o Participate with EH team, local Public Health agencies and regional epidemiologist in
investigation and response to complaints of suspected foodborne illness and unsanitary
conditions in retail food establishments.
o Participate in emergency preparedness and response activities within the region
regarding emergency feeding and shelter operations.
o Enforce the Colorado Retail Food Establishment Rules and Regulations.

This is a full-functioning professional-level position for the San Luis Valley
Regional Environmental Health Program. Position is directly responsible to the
Regional Environmental Health Program Manager. Employee conducts regulatory
inspections and related compliance activities associated with retail food
establishments, schools, and child care facilities; and investigates environmental
health concerns received in the counties of Alamosa, Conejos, Costilla, Rio
Grande, and Saguache. Employee communicates regularly with the public as well
as local public health directors and staff, and other agencies and associations.

o Complete all retail food licensure reporting requirements.
  • Conduct regulatory inspections and related compliance activities associated with child care
facilities and camps in the counties of Alamosa, Conejos, Costilla, Rio Grande, and Saguache, to
help protect children and staff from foodborne illness and other infectious diseases.
o Inspect child cares and camps to assure compliance with the Colorado Regulations
Governing Health and Sanitation of Child Care Facilities.
o Investigate consumer complaints and assist with illness investigations in child cares and
camps.
o Assist Program Manager with plan reviews for new and remodeled child care facilities.
  • Investigate environmental health concerns received in the counties of Alamosa, Conejos,
Costilla, Rio Grande, and Saguache.
o Assist EH Program Manager to conduct field investigations to determine compliance
with laws, codes, and ordinances. Assisting program staff and LPHAs with responding to
environmental health problems that may be encountered.
o Assist with response to public health concerns received, regarding: swimming pools,
schools and childcares, motels and hotels, body art, open burning, and other public
health concerns as directed by EH Program Manager.

o Assist with environmental health investigations related to hanta virus and other vector-
borne diseases as directed by EH Program Manager.

  • Establish and maintain effective working relationships with other employees, agencies and the
general public.
  • Function as a team member in quality review, planning and completing assignments.
  • Conduct outreach and public education on topics relating to environmental health as directed
by EH Program Manager.
  • Attend applicable training in person, online, or via phone.
  • Perform other duties as required to fulfill the expectations of the position and the goals and
objectives of assigned program/projects.
  • Show up for work on time and ready to work; accommodate flexibility in scheduling.

REQUIRED QUALIFICATIONS

Knowledge:
  • Knowledge of office procedures including telephone etiquette, dealing with the public and
confidentiality.
  • Knowledge of and ability to use common office equipment, such as copier, fax machine and
computer.
  • Knowledge of acceptable education skills to present program-related information to the general
public.
  • Basic environmental health principles and practices including those involved in food safety and
child care facilities
  • Purpose and role of County government in identifying and addressing environmental health
issues and assessing the impacts.
  • Local, state and federal laws and regulations governing public environmental health.
  • Uses of routine software and business applications including, but not limited to, word
processing, spreadsheets, presentation software, databases.
Skills:
  • Customer service skills.
  • Skill in demonstrating a cooperative, professional attitude to cultivate relationships both within
and outside the organization.
  • Skilled in training and presentation.
  • Fluency in writing and speaking English.
  • Able to write/speak in Spanish preferred.
  • Strong written and verbal communication skills.

EDUCATION AND EXPERIENCE

  • Bachelor’s Degree or Associates Degree from a college or university in the physical, biological,
chemical, or food sciences preferred. Will accept equivalent professional training in retail food.
  • Experience in retail food inspections.
  • Valid Colorado driver’s license and required vehicle liability insurance. Must have own reliable
transportation, 4-wheel drive capability preferred.
  • Registered Environmental Health Specialist (REHS) preferred

Employee must be able to reach and manipulate objects, tools or controls, drive, and lift up to 25 pounds. The noise level may be very quiet to noisy depending on the situation.
