Job Summary
This position provides leadership, technical expertise, subject matter expertise, and the design, development, and maintenance of complex Geospatial Information Systems (GIS) applications platforms at MNIT partnering with Transportation (MnDOT). This position provides general support to existing IT5 and IT4 positions covering GIS applications critical to MnDOT’s operations, and end users of these systems.This position provides general GIS support to MnDOT GIS users.
The GIS systems and applications this position is responsible for are MnDOT agency wide and extend to the public and beyond the State of Minnesota. This position plays a key role in the development, maintenance, and documentation of GIS applications, supporting systems and configurations, tools, and data resources for MNIT partnering with MnDOT in conformance with State and Department standards and guidelines.
This position includes incorporating new GIS concepts and applications into existing information systems and evaluating spatially related business systems and needs. This person is expected to provide technical assistance and problem-solving support to promote and sustain GIS technology across all the business areas agency wide. This person also provides direct end-user GIS support, providing direction and technical advice needed by business area employees to complete their GIS tasks, deploy their data and applications, as well as training and communication of MnDOT’s GIS technology and GIS enterprise tools and architecture.
- At this time, this position is eligible to work full-time teleworking, hybrid or full-time in the office depending on the needs of the business unit and with supervisor approval. Telework is a work arrangement that allows an employee to perform work on a scheduled regular, recurring basis at a remote telework location.
Qualifications
Minimum Qualifications
Candidates must clearly demonstrate all of the following qualifications in their resume:
Position requires a minimum of three (3) years of IT related experience in GIS development and support .
Experience must include:
- Experience with ESRI’s ArcGIS software.
- Experience working with GIS tools to access data that uses Oracle or SQL Server.
A Master’s degree in Information Technology or a related field substitutes for three (3) years of experience, OR a related bachelor’s degree substitutes for two (2) years, OR a related associate’s degree substitutes for one (1) year.
- Successful candidate must pass past-employer reference checks and a criminal history verification.

Preferred Qualifications
- Knowledge of MNIT’s services, standards and processes.
- Broad knowledge of MNDOT’s delivery system and considerable knowledge of the Department’s structure, mission, and vision.
- A four (4) year degree in Geography or closely related field, where GIS technology has been a key component to the curriculum.
- Thorough working knowledge of the Python programming language in an ArcGIS environment.
- Experience with SQL language in an Oracle, PostgreSQL, or SQL server environment.
- Experience with MapServer.
- Experience with GeoMoose.
- Experience with Oracle or PostGIS Spatial functions and operators.
- Web development using JavaScript.
- Web development using ASP.NET or PHP.
- Any application platform system administration (IIS, Apache, ArcGIS Online).
