Job Description
Emergency Preparedness Coordinator provides administrative and program support services for specialized programs and performs related duties as required or assigned under direction of the program supervisor.
Required Qualifications
- Baccalaureate degree in emergency management, emergency preparedness, public administration, public health, industrial hygiene, environmental safety, general science or related field.
- A minimum of three years related work experience in the emergency preparedness / public health field.
- Current valid Ohio driver’s license, automobile availability and insurance coverage.

Licensing/Certification
Depending on job duties and previous experience, employee may be required to acquire special certifications including but not limited to advanced training in Incident Command System (ICS), National Incident Management System (NIMS) and Public Health Emergency Preparedness (PHEP) grant required trainings.

- Coordinates day-to-day activities for assigned program(s).
- Assists in developing program budgets, goals, objectives, policies and procedures.
- Ensures compliance with program requirements and regulations.
- Coordinates quality assurance projects, quality improvement and workflow analytics.
- Monitors budget allocations and expenditures.
- Prepares reports, evaluations, proposals and other documents necessary for funding and successful operation of the program.
- Independently writes grant proposals when necessary.
- Represents the program and serves as a subject matter expert.
- Assists with the planning of disaster response and crisis management activities.
- Develops partnerships with stakeholders.
- Maintains positive community relations.
- Prepares promotional materials.
- Performs job duties under the regulations, policies and procedures set forth by Summit County Public Health and outside agencies such as the County Fiscal Officer, Ohio Department of Health, and state and federal government.

- Coordinates day-to-day activities within the Emergency Preparedness/Compliance Program.
- Supports the completion of deliverable-based objectives and expectations as specified within the Public Health Emergency Preparedness (PHEP) Grant or other funding sources.
- Coordinates and/or facilitates the development of emergency preparedness plans, policies, and procedures within the scope and authority of Summit County Public Health.
- Develops and fosters positive partnerships with preparedness stakeholders.
- Supports the horizontal and vertical integration of plans, policies, and procedures with preparedness stakeholders.
- Identifies program barriers and makes recommendations towards a solution.
- Coordinates the planning, development, execution, and evaluation of preparedness/safety related training, drills, and/or exercises.
- Oversees quality improvement efforts to address program barriers.
- Assists the Emergency Preparedness/Compliance supervisor with programmatic and fiscal reporting.

- Completes 100% of assigned grant deliverables within identified timeframes (excluding stakeholder objectives outside of public health’s / program control).
- Completes and submits all Ohio Department of Health (or other funding sources) required grant materials (e.g., application, reports) prior to their due date.
- Attends, or appoints a designee to attend, all mandatory project meetings.
- Monitors SCPH compliance with preparedness program / training requirements and follows up to ensure required staff program / trainings requirements are completed.
- Monitors budget allocations and expenditures monthly and alerts supervisor when corrective action is needed.
- Responds to all requests for technical assistance within 2 business days.
- Performs public speaking as assigned.
- Advocates for the advancement of public health preparedness at the local, regional, state, and federal level.
- Completes annual goals and training as outlined in Employee Performance Evaluation Plan.
