This employment opportunity is with the Office of Forecasting, Research and Analysis (OFRA), a shared service of the Oregon Department of Human Services and the Oregon Health Authority. There are two full time Economist/Caseload Forecaster positions available. OFRA currently operates under a hybrid remote work/work from-home model. OFRA prides itself on accommodating staff preferences for work schedules. Staff are primarily working from home with intermittent time in the office with dedicated office space. Sponsoring out-of-state employees working 100 percent remotely will be considered.
The Oregon Department of Human Services does not offer visa sponsorship. Within three days of hire, you will be required to complete the US Department of Homeland Security’s I-9 form confirming authorization to work in the United States. ODHS will use E-Verify to confirm that you are authorized to work in the United States. Applicants who require VISA sponsorship will not be considered at this time.

This posting is for two positions:
The Forecaster for Health Systems-Medicaid will be responsible for developing projections of statewide caseloads for Medicaid and related programs administered by the Oregon Health Authority. This position will be responsible for developing and modifying complex statistical models incorporating economic and demographic variables that can influence participation in means-tested programs.
The Caseload Researcher/Regional Forecaster- will be responsible for providing research support for the forecasting team working in various ODHS and OHA program areas. In addition, the position will deconstruct statewide forecasts from major program areas to create county- and service district-specific forecasts and prepare a publication of the results twice yearly. The Regional Forecaster will also take on special projects that reveal trends in regional economics, demographics and the like that will be published along with the regional analysis.
A successful candidate for each of these positions must be able to explain forecast methodologies and policy issues to technical and non-technical audiences, including executive leadership, program leadership, budget staff; financial office and legislative staff; legislators, media, and members of the public. OFRA prides itself on operating in an independent, objective, and transparent manner.
Desired skills and knowledge include:
Ability to work with administrative data, including acquisition and cleanup of products of relational databases.
Ability to develop and maintain forecasting models including statistical analysis and visual representation of statistical results.
Technical research writing skills and ability to communicate complex ideas clearly.
Knowledge of the structure and function of government agencies, especially human services.
What you need to qualify:
- A Master's degree in economics or a related field and three to five years’ experience doing economic or related research or econometric forecasting; OR
- A Ph.D. in economics or a related field and one-year experience doing economic or related research.
Successful candidates will possess the following essential attributes.
You do not need to have all these attributes to be considered for this opening; however, the most competitive candidates will have most of them.
Experience with:
- Developing forecasts and projections,
- Developing, analyzing, and validating data,
- EXCEL, including graphs, charts, and other visual displays of data,
- Analytical software such as R, SAS, and/or SPSS,
- Coordinating complex research projects,
- The use of data and analysis to answer public policy questions.
The most successful candidate will have the ability to independently with minimal supervision, explain data, trends, projections, and methodologies to a non-technical audience, and gather and organize input from subject matter experts.

About the Office of Forecasting, Research and Analysis
The Office of Forecasting Research and Analysis is a shared service supporting both the Department of Human Services and the Oregon Health Authority. Because OFRA studies the factors that drive demand for services in both agencies, the unit is well positioned to identify and raise issues that cross agency boundaries – especially as they relate to caseload. To that end, we employ Economists at the highest level of the Economist series as well as staff with specialized skills including backgrounds in qualitative and quantitative analysis, database administration and computer programming.
