As an employee in this position, you would help achieve the Department’s mission by overseeing the work of ~21 full time employees across a 19-county territory in Southeast Iowa. This area includes 11 major state park, recreation and forest properties. In this position you would be responsible for the administration, budgetary, disciplinary, and partnership objectives of the District. For each individual park and forest, you would identify capital priorities and develop strategies to address the immediate needs and concerns of each facility.

In this role, other major responsibilities include:


  • Developing and overseeing employee schedules and assignments to assure adequate staffing coverage.
  • Ensuring personnel practices are conducted in accordance with departmental policy, contractual language and State of Iowa processes and rules.
  • Ensuring that training is scheduled for employees in accordance with agency and individual needs, and availability of funding.
  • Maintaining consistent, open and honest communications with park staff via personal visits, e-mail, telephone calls and periodic staff meetings.
  • Promoting a work culture that values diversity, respect for individual differences, teamwork, a customer focus, accountability, a results orientation and ethical business practices, as well as a culture that encourages employee cooperation, pride and trust.
  • Administration of a $4.4M District budget – including assisting the Bureau Chief with developing an annual budget, directing the allocation of funds to individual facilities, coordinating major equipment purchases and working with Bureau Chief and Finance staff to maintain a balanced budget.
  • Coordinating District communications, including; working with stakeholder groups, participating in public speaking engagements and responding to customer requests, questions and complaints.

Essential Functions
Supervise all full-time staff in the SE district of the state parks, forests and preserves bureau.
Administer budgets through evaluation, planning and guiding expenditures.
Evaluate and monitor individual park and forest operations.
Provide accurate and detailed information to the general public.
Support and lead planning for SE district and bureau through management team meetings.
Make program and enforcement decisions.
Conduct on-site meetings with staff and the general public at various locations within the region/state.
Comprehend, comply and communicate State of Iowa and Department rules, policies and procedures.
Utilize computers and other technology to develop, create and complete reports, evaluations and other forms of communication.

The successful candidate must possess or be able to obtain a valid Iowa driver's license.
The successful candidate must reside within the 19 County District and work from an establish DNR facility/office location. (Final residency location is subject to Bureau Chief approval).
The Department will consider sponsoring Peace Officer status for candidates that are currently Iowa Peace Officers or that are Peace Officers in other states and are eligible for Iowa Peace Officer status.

450 Natural Resources
6 months’ experience, 12 semester hours, or a combination of both in one or in a combination of more than one of the following:

  • Ecology
  • Environmental planning
  • Soil conservation
  • Biological sciences
  • Waste water treatment
  • Forestry
  • Engineering related to natural resource areas (dams, sanitary engineers, etc.)
  • Outdoor recreation planning
  • Physical sciences
  • River basin planning
  • Geography
  • Wildlife management
OR

907 Forestry 12 semester hours, 6 months continuous full-time experience, or a combination of both, in any of the following:
  • Dendrology
  • Silviculture
  • Forest management, tree planting and habitat management
  • Timber stand improvement
  • Forest planning
  • Planning and mapping using Geographic Information Systems (GIS) for forest improvement projects
  • Forest inventory including tree identification
  • Reforestation and/or forest health data collection and monitoring

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university and experience equal to four years of full-time work in program administration, development, management, or operations.
2) Eight years of full-time work experience in program administration, development, management, or operations.
3) All of the following (a and b):
a. Four years of full-time work experience work in program administration, development, management, or operations; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) All of the following (a, b, and c):
a. Two years of full-time work experience work in program administration, development, management, or operations; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work equals one year of full-time experience; and
c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is
also equivalent to one year of full-time experience or education.
5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Supervisor or comparable specific management-level position.
