Job Duties
The Department of Medical Assistance Services (DMAS) is excited to offer a competitive opportunity to serve as a Disbursements Manager in the Disbursements unit. The selected competitive candidate will provide exceptional delivery of services to the agency’s Fiscal Division.
Job responsibilities will include, but are not limited to:
The Disbursements Manager is responsible for managing the agency disbursement functions and ensuring compliance with all applicable agency, state, and federal policies (including the Appropriation Act, Commonwealth Accounting Policies and Procedures, Center for Medicare and Medicaid Services (CMS) requirements and Internal Revenue Service (IRS) regulations).
The manager provides direct management and supervision to the accurate and timely processing of all accounts payable transactions (vendor payments, travel/expense reimbursements interagency transactions and petty cash), compliance with prompt payment standards, the annual filing IRS 1099's, due diligence of outstanding checks and the timely referral of unclaimed property and the timely reconciliation of accounts payable, payroll and petty cash.
The manager is responsible for maintaining all policies and procedures related to the areas of responsibilities.

Minimum Qualifications
Competitive candidates will meet these minimum qualifications:
Considerable experience managing disbursement functions.
Experience supervising, managing and leading a team.
Considerable experience completing complex reconciliations.
Experience developing task specific policies and procedures to support the responsibilities of staff and ensure appropriate internal controls.
Preferred Qualifications:
Competitive candidates should meet these preferred qualifications:
Experience with Cardinal Financial and Human Capital Management system or similar systems.
Experience with Accounts Payable processing in a Medicaid agency.
Graduation from college or university with major coursework in accounting
CPA or CMA certification.
