Job Summary

This position exists to lead the development, delivery and administration of Disability Services Division (DSD) internal and external training/informational events, materials and communications as a member of the Training, Technical Assistance and Communications (TTC) unit. This position also provides technical and logistical services to DSD staff in planning, designing and delivering web-based and in-person training events, meetings and conferences; developing communications and training materials related to DSD initiatives. Included in these duties is monitoring and management of certification and licensure processes, learner transcripts and providing technical support to customers. This position also leads evaluation activities related to training and events involving development and distribution of surveys and providing best practice recommendations to DSD staff. Finally, this position provides various forms of technical support to DSD staff and administration in collaboration with TTC and MN.IT technical staff.
Some responsibilities include but not limited to:
- Training and Event Operations - Training lead responsible for design, development and implementation of internal and external DSD training and event activities, using both technology-based and classroom methodologies. Provide technical and logistical services to staff in planning, setting up, and hosting DSD training/informational events;
- Training Consultation - Principal training consultant for DSD staff and administration in identifying, developing, marketing and evaluating DSD training initiatives. Develop training and communications plans that lead to successful outcomes;
- Training Administration - Lead duties related to the administration of the Learning Management System (LMS), training evaluations and the development and delivery of communications and materials that lead to successful training and learning outcomes;
- Technical Support - Serves as second level of technical support for the division behind the primary TSL in addition to providing other technical services as needed (equipment, graphics, public websites, documents and accessibility).
Qualifications
Minimum Qualifications
Two (2) years professional experience providing developing, administering and managing a training program for human services organization.
Experience must include:
- Knowledge of adult learning theory and instructional design approaches used to develop training curricula; multimedia presentation design and development; deliver training based on assessment of learner needs using a variety of instructional approaches;
- Planning and hosting webinars or videoconferences; working knowledge of capabilities, limitations and compatibility of eLearning development for multimedia hardware integration and presentation via digital camera, digital camcorder hardware/software;
- Learning Management System (LMS) administration.
- Bachelor’s Degree in Public Administration, Human Services, Psychology, Social Work, Education, Computer Science or another related field may substitute for 1 year of work experience.
** Master’s Degree in Public Administration, Human Services, Psychology, Social Work, Education, Computer Science or another related field may substitute for 2 years of work experience.
Preferred Qualifications
- Variety of experiences working effectively with others from different backgrounds and cultures;
- Project Management principles and strategies;
- Qualitative and quantitative analysis sufficient to evaluate training results and effectiveness;
- Current trends in eLearning, instructional design, training and web-based technologies;
- Experience with ADA/W3C/DHS standards/requirements for accessible documents and communications;
- Current trends in accessibility standards and accommodation processes.

- Minnesota Department of Human Services (DHS) criminal background check will be conducted on all finalists for this position. Finalists must pass the DHS background check.
