We seek an experienced Director of Program Management with responsibility for programs that leverage global Thales-wide solutions to address U.S. requirements. This position reports directly to the VP of Program Management and will be located in our Clarksburg, MD Campus.This role operates in a matrix organization and interacts on a regular basis with inter/intra-company disciplines including business development, contracts, program management, manufacturing and customer service.

Responsibilities:
  • Technical and administrative leadership of a multi-disciplined program management department. Accountable for all aspects of assigned development or production programs including execution (cost, schedule, technical performance, quality, inventory management, and customer engagement) and ensuring program commitments are met, having the authority to make cogent and timely decisions related to the project.
  • Collaborate with business leads, project leads and engineering management to resolve product development issues, coordinating resources, and managing design activities.
  • Participate and/or support product development reviews, project planning, proposal and bid generation, and product requirements generation.
  • Identifies opportunities to maximize revenue and assesses risks problem areas while supporting development of mitigation and recovery plans with least impact to business and customer objectives.
  • This position carries out supervisory responsibilities in accordance with the organization's operating policies and applicable laws. Responsibilities includes operating budgets, workforce planning, interviewing, hiring, training and developing employees; planning, assigning and directing work; performance appraisals, rewarding and providing for employee discipline when required; addressing complaints and resolving problems. Must be able to create a positive environment and work with staff to develop and achieve strategic plan objectives. High performance feedback and active mentoring and development of staff is critical element of the supervisory responsibilities.

  • U.S. Citizenship required.
  • Ability to obtain and maintain a US Secret Security Clearance upon hire.
  • Bachelor’s Degree in a technical or business-related discipline.
  • 10+ years program management experience in the DoD market
  • 5+ years of functional management - experience leading technical and program teams through all phases of the lifecycle.
  • Experience leading personnel who lead the design, development, sustainment and evolution of technical systems/products
  • Ability to bring leaders and teams together to drive business operations and integration, in alignment of longer-term strategic growth vision; outcome and results focused
  • Ability to understand and interpret international customers' needs and requirements, and relate them back to capture and campaign strategies
  • Excellent communication and relationship building skills with an ability to negotiate and work with a variety of internal and external stakeholders
  • Demonstrated ability to organize and motivate individuals with diverse backgrounds and experiences in pursuit of common objectives
  • Strong bid/proposal management skills. Able to navigate and define the “grey” in customer requirements.
  • Meet tight timelines. Adapt bids across multiple design/build prime and subcontract structures.
  • Able to communicate value to customer in either competitive or sole/single-source DoD environment.
  • Familiarity working with ITAR and pull through technologies from other countries into the US.
  • Excellent written and oral communication skills with experience presenting to senior leaders and customers
  • Ability to operate at a high ethical standard of practice including compliance with all company procedures.
  • Experience working with Radars, ISR, sensor correlation, integrated air & missile defense, electronic warfare or communications capabilities
  • Large, complex system development and integration experience – preferred.
  • Strong leadership, coaching and mentoring skills with the ability to achieve results through others in an organization that supports pull through technologies from other countries within the Thales organization.
  • Ability to travel 50% of the time domestically and internationally.
