POSITION PURPOSE
The Director of Labor Relations will manage the labor and employee relations functions for represented employees. The incumbent will partner with key IndyGo leaders to develop and execute strategic plans to enhance and maintain employee engagement and efficiency. In addition, the incumbent will promote effective, fair, and professional relationships between IPTC and represented employee groups.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

ESSENTIAL FUNCTIONS
- Collaborates with the Department of People and Legal to execute, implement and oversee ongoing labor and employee relations activities to ensure they are consistent with established directives, strategies, and policies.
- Creates or participates in the development of successful strategies for leading IPTC collective bargaining; drafts proposals and can serve as chief spokesperson in bargaining engagements.
- Assist the Department of People and Legal in administering and interpreting collective bargaining agreements, conducting investigations, and evaluating evidence and facts. Participate in negotiation and grievance settlement activities with the Collective Bargaining Unit through engagement, draft proposals, and rule/policy/ regulation interpretation.
- Serves as subject matter expert on contract policy interpretation and negotiates on behalf of the agency.
- Prepares reports for executive review and consideration.
- In coordination with People staff and department leadership, may conduct fact-finding interviews to determine whether violations of the collective bargaining agreement have occurred.
- Advises IPTC Executive Team on the impact strategic or operational decisions will have on employee and labor relations and makes recommendations that avoid and/or minimize labor disputes.
- Establishes and maintains a constructive and collaborative relationship with labor representatives that aligns with IPTC and operational priorities.
- Effectively represents IPTC at regularly scheduled Labor Management meetings.
- Create learning, training, and policy guidance related to labor engagement.
OTHER FUNCTIONS
Partners with the People Department and Legal on employee-related projects and assignments.- Performs other duties as assigned.
SUPERVISORY RESPONSIBILITIES
- May supervise one or more employees directly or via a dotted line.
- May interview, hire, and train employees; plan, schedule, assign, and direct work; evaluate and manage employee performance; address complaints and resolves employee issues.
EDUCATION AND/OR EXPERIENCE
To perform this job successfully, an individual must have the following education and/or experience.
- Bachelor's degree in Human Resources, Labor Relations, Business, Accounting, or a related field is required. Juris Doctor preferred.
- Minimum 4 years of professional human resource administration required with experience in employee and labor relations preferred.
- SHRM-CP or SHRM-SCP preferred.
- Training in labor law or collective bargaining is preferred.

- Must have a thorough understanding of the National Labor Relations Act, labor laws, progressive discipline process, negotiating strategy, the economics of a labor contract, strike situations, and communication requirements.
- Foster and maintain an effective professional relationship with IndyGo leadership and union representatives.
- Possess the ability to interpret, explain and apply collective bargaining contract administrative rules, processes, procedures, and federal, state, and local laws, rulings, and policies.
- Exercise professional leadership in promoting effective employee, management, and union relationships.
- Ability to balance labor relations requirements against overall management goals.
- Understand personnel management and labor relations theories, principles, laws, Executive Orders, regulations, policies, and concepts pertaining to federal and state labor relations
- Ability to present in front of large or small groups.
