The Colorado Department of Public Safety (CDPS) consists of five Divisions: Colorado Bureau of Investigation (CBI), Colorado State Patrol (CSP), Division of Criminal Justice (DCJ), Division of Fire Prevention and Control (DFPC), and the Division of Homeland Security and Emergency Management (DHSEM). The Executive Director's Office (EDO) provides administrative and management services to the operating divisions of the department.

Description of Job

ABOUT THE WORK UNIT
The mission of the Colorado Division of Fire Prevention and Control (DFPC) is to serve and safeguard the people and protect the property, resources, environment, and quality of life in Colorado. The Division achieves this mission through its 5 Sections: Administration, Center of Excellence (COE), Fire and Life Safety (FLS), Professional Qualifications and Training (PQTS), and Wildland Fire Management (WFMS).

Colorado's structure for managing wildland fires is a cooperative, interagency system involving local, county, state, tribal, and federal agencies. Wildland fire protection responsibilities on non-federal lands in Colorado follow a hierarchy of local jurisdiction, to the county sheriff, and finally to the State of Colorado (DFPC). One of the Wildland Fire Management Section's (WFMS) primary roles is to assist and support local agencies with a range of wildland fire management programs including administrative, technical, preparedness, planning, response, and prescribed fire functions. Another primary role of WFMS is to coordinate with external partners and represent Colorado at the Regional (multi-State) and National levels.
POSITION DUTIES
The Air Tanker Manager position exists to administer the Large Air Tanker (LAT) and Single Engine Air Tanker (SEAT) contracts in the field, and manage the Air Tanker operations according to the established DFPC and Interagency guidelines. This position reports to the Chief Pilot within the Aviation Unit.

Wildland Fire Suppression Operations
Manage and provide oversight to air tanker operations in support of fire suppression, wildland urban interface situations, and other management projects. Provides aerial and ground support in the suppression of wildland fires. Selects, prepares, mixes and tests aerial retardant and suppression products for loading on air tankers. Plans, coordinates, and directs air tanker crews in support of fire suppression including initial attack, ongoing fires and resource management. Performs as liaison between contractor, airport, other state and federal land management agencies and DFPC. Verifies incident needs; orders personnel, equipment, and supplies; directs and monitors initial incident activities. Completes and maintains reports and records for aircraft use, expense documentation, and cost allocation.
  • Performs as a Work Lead over other aviation personnel including management of time keeping, establishing staffing and work schedules, assigning/delegating tasks and work duties, and ensuring standard operating guidelines and procedures are followed.
  • Ensures operations adhere to DFPC guidelines and regulations, as well as continued compliance with relevant national requirements.
  • Ensures all the required elements identified for an air tanker base are current and available for all personnel to review.
  • Reviews local aviation plans and local geographic potential aerial flight hazards with flight crews.
  • Reviews with all air tanker base personnel the local Aircraft Incident/Accident Response Plan within the first 24 hours of operation.
  • Communicate aircraft and staffing status on a daily basis.
  • Conduct daily briefings, mission briefings and debriefings with the pilots, other contract personnel and government employees assigned to the operation including mission priorities, quality of retardant, drop effectiveness, or any other problems or concerns that may arise. Document all information provided to the pilot.
  • Ensures that the relief pilots have been fully briefed by the primary pilot they are replacing prior to the start of their relief cycle.
  • Establish communications needs at the base of operations and ensure that all base radio equipment is maintained in working order. Ensures that all required radio frequencies are programmed into the aircraft radios and are operating according to specifications. Verifies radio frequencies, including narrow or wide band programming, on a daily basis.
  • Communicate changes in radio frequencies as necessary.
  • Ensures flight following and if applicable, resource tracking is performed, and performs a pre-flight radio check. Notifies the proper authorities of any overdue or missing aircraft.
  • Obtains and reviews with the contractor personnel any Incident Action Plan (IAP) that may have been developed for an incident.
  • Regulate all aircraft and motor vehicle movements as well as supervise DFPC and contractor personnel on and around the air tanker base. Incumbents are responsible for the safe operation of the ramp and loading pit area.
  • Coordinate efforts to ensure that all fuel and retardant spills are properly cleaned according to the established base procedures or environmental and/or hazardous materials procedures.
  • Ensure retardant quality in mixing and testing to specifications prior to loading of aircraft by monitoring the refractometer readings.
  • Ensure retardant and water supplies and base logistical needs are adequate for anticipated fire activity.
Aircraft Management / Contract Administration
Position ensures adherence to contract specifications, safety requirements, and fiscal accountability. Performs as liaison between contractor, airport, other state and federal land management agencies and DFPC. The position may assist other DFPC personnel with technical specifications, definitions, or background information to develop contracts and agreements. The position obtains and reviews any agreements that are in place for a facility prior to operations, and provides all members of the operation with a complete briefing on the contents of the agreement. The position cannot authorize any activities that will be conducted outside the agreement parameters and suspends those activities that are outside the agreement parameters.
  • Position determines the type of contract and appropriate incident code that the aircraft was ordered under and ensures compliance with contractual specifications.
  • Position completes required administrative, payment documents and operational forms as required and ensures that the contractor completes records and reports as required.
  • Conducts a pre-use walk around inspection and completes inspection forms of the aircraft and ground support equipment, along with reviewing both the pilot qualification card and the aircraft data card to ensure the adherence to the specifications outlined in the contract.
  • Coordinates with local airport authorities any special takeoff, ramp, or landing requirements.
  • Ensures the cleanliness of the ramp area.
Operations Safety Management
Position directs a safe and efficient base management program. Responsible for crew’s and other users’ welfare and safety in all aspects of the job. Manage the environmental and workplace hazards of the wildland fire environment. Provide leadership and direction to personnel in hazard recognition and mitigation, implementing all applicable laws, policies, and guidelines. Maintain awareness of changes in aviation policy, regulations, and procedures. Set culture of zero-tolerance for any unsafe behavior of self, subordinates and vendor flight crew. Coordinates with Aviation Unit Chief, Chief Pilot, Aviation Specialist or WFMS Deputy Section Chief as needed for aviation operational and policy oversight.
  • Provide oversight related to safety laws, policies and guidelines to include Occupational Safety and Health Act, applicable state safety regulations, DPA and DFPC policies and guidelines, NWCG guidelines.
  • Conduct safety-related education programs focusing on training and certification.
  • Lead and participate in safety sessions and critiques; present safety topics to crew.
  • Prepare hazard and risk analyses for wildland fire environment hazards and associated aviation hazards.
  • Develop and implement a base/incident operational safety plan.
  • Coordinates efforts to ensure that all fuel and retardant spills are properly cleaned according to the established base procedures or environmental and/or hazardous materials procedures.
Other Duties As Assigned
Position will assist with other Aviation Unit projects, other WFMS programs, and/or may be assigned other duties to support the mission of DFPC. Position may be occasionally assigned in other fire incident roles to support the mission of DFPC.

  • Two (2) years of documented wildland firefighting experience.
  • Qualification to NWCG standards as a Single Engine Air Tanker Manager (SEMG).

PREFERRED QUALIFICATIONS AND/OR SPECIAL QUALIFICATIONS
  • Must be 18 years of age at the time of hire
  • NWCG wildfire qualification as a Air Tanker Base Manager (ATBM).
  • Any other additional aviation and/or wildland firefighting experience, qualifications, and certifications.
  • Previous wildland fire, fire service or related experience.
  • Demonstrated commitment to public service and community involvement.

CONDITIONS OF EMPLOYMENT
  • Upon initial employment, individual will be required to provide a complete training file to DFPC that contains all necessary qualification documentation (course certificates, position task books, personnel evaluations, and incident experience history) to demonstrate that NWCG and other requirements have been met.
  • Position may be required to attain additional training and/or certifications within a specified period of time, per current DFPC qualifications and professional development Stand Operating Guidelines and Policies.
  • Current valid driver's license at time of hire, and must obtain a Colorado-issued driver's license within 6 months of hire. Ability to operate motor vehicles and to travel extensively throughout the state in a variety of weather conditions.
  • This position is a public safety officer as defined by 42 U.S.C. § 3796b Sec. 1204 (9).
  • Applicant must be willing to be fingerprinted, successfully pass a polygraph, drug screen, and a medical physical exam as a condition of hire.
  • Must be willing to travel to wildfire incidents, severity assignments, and pre-position assignments throughout Colorado, and across the nation at times. Assignments may last for two weeks or longer.
  • Firefighters need to be familiar with and frequently use flammable liquids and solids in the performance of various prescribed fire and tactical firing tasks. This includes the preparation, implementation and storage of drip torch fuel, Aluma Gel, Phosphorus, and gunpowder.
