POSITION SUMMARY
Under general administrative direction will be responsible for design projects related to combined sewer overflows, sanitary sewer overflows, inflow/infiltration, and storm water.
ESSENTIAL FUNCTIONS
- Reviews development plans, record plats, and sewer construction plans for compliance with Department and accepted engineering standards;
- Meets with inspectors, consultants, vendors, and others as required;
- Manages a broad range of infrastructure projects related to sewer expansion, sewer upgrades, and pump stations;
- Coordinates infrastructure projects with appropriate federal, state and local regulators;
- Assist other departments and/or agencies during construction projects;
- Attends pre-bid, pre-construction, and other meetings as required and provides written documentation of project status;
- Contacts homeowners as necessary to explain work activities on their property and confer with the public to define and resolve citizen concerns;
- Must be able to read and interpret blueprints and engineering drawings;
- Coordinates procurement of bids for projects and materials with the City’s Purchasing Agent;
- Oversees the Sewer Department grants and works with City Grants Administrator to ensure paperwork is filed with appropriate grant agencies in a timely manner;
- Provide managerial and technical direction to professional and support staff during CSO/SSO project execution including evaluation, characterization, mitigation and permitting;
- Must have experience managing other professional and support personnel in implementation of CSO/SSO control projects and programs;
- Must possess a sound understanding of the EPA National CSO Policy or be able to comprehend policy within a reasonable time frame;
- Must be familiar with federal and state regulatory programs related to CSO and SSO control;
- Must possess basic computer skills and proficiency with the Microsoft Office Suite and AUTOCAD desirable;
- Must be familiar with currently accepted evaluations and corrective technologies for CSO and SSO control;
- Must have good oral and written communication skills to document completed work tasks, give project status reports and prepare engineering reports as required;
- Must develop and present informative and persuasive CSO/SSO program issues to the public and regulatory agencies;
- Experience in developing and implementing innovative and imaginative solutions to difficult and complex engineering issues desirable;
- Supervises activities of collection personnel assigned to CSO/SSO inspections, flow meter inspections and data downloads;
- Prepare Discharge Monitoring Reports (DMR’s) from data provided by the departments monitoring equipment installed in CSO’s in the combined sewer system;
- Other duties as assigned.

WORK ENVIRONMENT AND PHYSICAL DEMANDS
Work is performed both indoors and outdoors, regardless of weather conditions; work includes sitting, standing, stooping, walking, using ladders and stairs in confined spaces, and lifting light objects. Exposed to noise, machinery, and its moving parts. Exposure to fumes, chemicals and toxic substances possible.
SPECIAL REQUIREMENTS
Must be licensed as a professional engineer by the Commonwealth of Kentucky, or obtain within 6 months of employment, and maintain license as a condition of employment. Must possess and maintain a valid Kentucky Driver’s License as a condition of employment. Must be capable of working occasional overtime. Knowledge of Geographic Information Systems (GIS) a plus.
EDUCATION REQUIREMENTS
Requires an undergraduate degree in Civil Engineering, Environmental Engineering, or related engineering degree.
