The Atlantic Council seeks a talented, dynamic, and entrepreneurial individual to serve as a full-time Deputy Director in the GeoTech Center. In addition to leading the technology foresight program development, the individual will serve as a Resident Senior Fellow, providing thought leadership across the GeoTech Center’s policy portfolio. The individual will play a key role in making the GeoTech Center a premier destination for national and global conversation and actionable insight on emerging science and technologies and their impact on society. The Deputy Director/Resident Senior Fellow will analyze the social and political implications of emerging technologies and lead projects aimed at maximizing the opportunities for those technologies to achieve global benefit, while identifying and mitigating potential geopolitical risks. Initial areas of focus including the responsible development and use of artificial intelligence; the long-term impact of emerging technologies on society, politics, and security relations in a world shaped by the pandemic and war in Europe; and the geopolitics of emerging commercial uses of space. This work involves research, writing, administration (budget and project planning), and oversight of event and reporting logistics.
An essential responsibility of the position will be coordinating with other GeoTech staff and staff in other Atlantic Council programs and centers with related interests and expertise. The Deputy Director/Resident Senior Fellow will help to mentor and guide more junior staff, including program assistants, project assistants, and interns. The Deputy Director/Resident Senior Fellow will also support existing fundraising efforts and is expected to identify and develop new partnership opportunities that enable new bodies of work, independent research, and associated reports and events.

Job responsibilities

• Intellectual Leadership: Play a leading role in developing the intellectual framework for advancing the Council’s mission and programming through written work and speaking opportunities within and outside the Council; develop select issues in which the incumbent maintains a profile and is respected in the policy community for her or his thought leadership. Create impactful arguments or new knowledge on the geopolitical aspects and context of technology policy, fostering trust with public sector staff and officials in a variety of environments.
• Programmatic Design and Oversight: Develop programming and new initiatives designed to influence policy and impact the public debate on responsible Artificial Intelligence
• Business Development: Generate programmatic ideas, independently craft proposals for funding, and generate financial support for new and existing lines of programming.
• Management: Manage a team including non-resident fellows and program assistants and assist in recruitment as needed. Ensure successful implementation and operations.
• Outreach/Communications: Represent the Atlantic Council externally with the Administration, Congress, the diplomatic community and foreign governments, donors, media, etc., as well as at public and private events, international conferences, etc.
• Financial Management: Serve as a reliable and faithful steward of program and Council funds. Oversee expenses and revenues, management of budgets, and anticipated fundraising, and ensure program solvency for projects under his/her direction.
• Collaboration: Help coordinate the Center’s work with the other centers and programs at the Atlantic Council. The Deputy Director will also work with the Director to organize the GeoTech Center’s public and private engagements. Where the Deputy Director needs to interact with experts on a GeoTech field, they will have the ability to engage GeoTech Fellows and Senior Fellows for events, reports, and additional Atlantic Council engagements.

Qualifications

• 5+ years’ work experience as a senior practitioner in the private or public sector and/or demonstrated professional accomplishments thinking, speaking, and publishing on U.S. foreign policy and international relations, with significant contributions to the global dialog on the social and political implications of emerging technologies.

• Demonstrated track record in research and independent analysis on emerging technology, science policy, and over-the-horizon technology issues.

• Demonstrated program management and fundraising experience.

• Extensive portfolio of published scholarly research on issues in the region through media outlets or research institutions.

• Ability to research and publish on a consistent basis, often responding to time-sensitive developments under tight deadlines and balancing competing demands.

• Superior spoken and written English skills are necessary.

• Outstanding interpersonal and communication skills; must be able to engage and build relationships with high level US policymakers, foreign government officials, as well as speak as an expert frequently in media and public forums.
