Deputy Director of General Services

SALARY RANGE: $69,920 - 89,148

Lee County seeks a Deputy Director of General Services. This position assists in planning and directing the activities of the General Services Department. This position is responsible for ensuring the proper supervision, delivery and administration of services to all County Departments; assist in the preparation and administration of department budget, ensuring all work is conducted within budgetary constraints and according to County policy, industry codes and standards of quality and related work as apparent or assigned.

RESPONSIBILITIES:

Conducts special studies as assigned and evaluates the effectiveness and efficiency of department operations, and establishment of short and long term priorities to meet departmental goals.

Oversees the department and staff in the absencesof the Director of General Services

Assists in the preparation of operating and capital budget estimates and prepares cost estimates on a variety of projects.

Performs contract administration duties, including negotiating and recommending contract terms, evaluating performance, and ensuring compliance to warranty and contract agreements.

Assists in preparing specifications for bid documents for county projects.

Give reports or updates on county projects to the Board of Commissioners and to the public.

Participates and leads various interdepartmental project groups, special projects and task forces

Assists in the reviews of various operations and formulates proposals for contract services.

Analyzes costs and production data to increase the cost effectiveness of operations;

Plans for existing and future equipment and facility needs

Review the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as necessary.

Oversee the Safety Program for all General Service employees; researches and evaluates departmental accidents and safety violations; implement corrective measures.

Assists in overseeing inspections and preparation of analysis, records and reports concerning inspections as necessary. Coordination and monitor all regulations and state, federal and local codes established by OSHA, DHEC, DENR, NC Boiler, Elevator and Pesticide Inspections, water resources, and other agencies that may have supervisory authority.

Oversee and manage the work crew in inclement weather and insures county buildings are operational

QUALIFICATIONS:

Five years of responsible experience in public works operations or administration, including three years in a supervisory and administrative capacity, and a bachelor's degree in business or public administration or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted.
