The primary work location is for our client at Fort Belvoir, VA. The candidate will be acting as a technical advisor in meeting Fort Belvoir’s compliance requirements for Army Regulation (AR) 200-1, Department of Defense Instruction (DoDI) 4715.16, the National Historic Preservation Act (NHPA), and the Native American Graves Protection and Repatriation Act (NAGPRA) as they relate to Army actions.
Compensation:$50,000 - $60,000 yearly
Responsibilities:- Prove technical advice and documentation regarding Fort Belvoir’s cultural, historical, and archaeological resources in accordance with all applicable laws and regulations.
- Draft, and coordinate Section 106 consultation letters/documents as mandated by the National Historic Preservation Act (NHPA) Section 106 and AR 200- 1.
- Review planned projects/actions, preparation of correspondence that will be transmitted to the Virginia State Historic Preservation Office (SHPO) and the Advisory Council on Historic Preservation (ACHP), and preparation of compliance documentation for Fort Belvoir projects that potentially affect historic properties.
- Identify and evaluate cultural resources on Fort Belvoir for eligibility for listing on the National Register of Historic Places (NRHP) as prescribed in NHPA Section 110.
- Perform site visits and prepare technical assessments of identified properties; prepare cyclical surveys of Fort Belvoir buildings that will be 50 years old in a five-year timeframe; evaluate archaeological sites; and coordinate the preparation of nomination packages for NRHP listing.
- Facility Demolition, Renovation, and Construction Review.
- Develop draft memorandums of agreement (MOAs) and program agreements (PAs) as required for future construction projects and other federal actions on post.
- Monitor the implementation of existing MOAs and PAs and provide written documentation of the monitoring.
- Attend all relevant cultural resource project-related meetings including DPW-managed construction projects and U.S. Army Corps of Engineers (USACE) managed projects.
- Familiarity with Project/plan review, Section 106 Consultation, and Section 110 Nominations is essential.
- Excellent communication (verbal, written), presentation, and consultative skills are required.
- Must possess superior customer service skills and demonstrated ability to work well with cross-functional team members.
- Bachelor's Degree in historic preservation, conservation, or equivalent.
- Master's Degree required (Candidates not yet holding a Master’s degree in an applicable field of study would be required to complete one within six months of hire to maintain position).
- Ability to attend site walks.
Preferred Qualifications
- 1-3 years of historic preservation/cultural resource management experience is preferred.
