Summary: The Coordinated Enrollment Navigator will be the first point of contact for families seeking access to Early Childhood Care and Education (ECCE) in our SAW communities. The Navigator will provide support to families just seeking resource or service information as well. This position will work with key community partners to ensure that all young children will have access to high quality ECCE. This position will assist families in learning about the opportunity for their age-appropriate children to enroll in free public preschool via the Staunton City Schools, Augusta County Schools, Waynesboro City Schools, Shenandoah Valley Head Start & Early Head Start, and local child care centers participating in UWSAW’s Preschool Development Grant Birth-5 (PDG) and Mixed Delivery Grant (MDG) programs. In turn, the position will assist these programs in maximizing their public funding streams and resources and provide complete applications for their leadership and staff to undertake the registration and enrollment processes.

Key Accountabilities include the following:
· Collect public preschool and private provider early education applications. The Navigator will follow-up with families to ensure that application packets are complete. He or she will follow up with families as needed to complete applications and required documents, particularly if families do not have digital resources to complete the application online.
· Work cross-functionally with families, staff, and key community partners in determining eligibility and placement of children with ECCE public programs and private providers, maximizing public funding where available.
· Data entry in the designated software system, including providing reports as needed to each public partner.
· Participate in community events throughout the region to promote School Readiness with a focus on supporting recruitment efforts for the common public preschool application and ECCE partners.
Essential Duties and Responsibilities include, but are not limited to, the following:
The Coordinated Enrollment Navigator works collaboratively with the Staunton City Schools, Augusta County Schools, Waynesboro City Schools, Shenandoah Valley Head Start & Early Head Start, and local child care centers participating in PDG and MDG programs. This individual will work directly with Head Start staff to manage the software system to support the regional coordinated enrollment program. The Navigator will also meet with community partners regularly to ensure children are being placed with early care and education providers in a way to maximize publicly funded slots, as well as privately funded slots. The Navigator will recruit children in partnership with providers to ensure our most vulnerable families can access early care and education services to support school readiness efforts across the region, with a focus on equitable access and metrics to support improvements in equitable access. Specifically:
1. Managing the coordinated enrollment process:
· Pull applications as they are submitted into the system.
· Follow up with parents as needed to ensure applications are complete with supporting documentation and to determine unique family needs and preferences
· Follow up with parents regarding comprehensive service referrals, if
Appropriate
· Identify funding options in the software based on Selection Criteria by program
· Collect data on participating ECCE programs
- Track the referral process to include verification of appointments
2. Recruitment:
· Increase the number of applicants to the public preschool programs in the area by participating year-round in recruitment activities throughout the region.
· Recruit door-to-door in targeted areas to support enrollment of low-income, at-risk children age birth to 5, including children with disabilities.
· Promote enrollment by placing posters, flyers, program information in areas frequented by parents of children birth to 5.
· Assist publicly funded providers in maintaining a waitlist of children through the Coordinated Enrollment system.
· Develop and implement a plan to address identified gaps and improve systems for identifying and coordinating community services and resources.
· Promote the importance of ongoing screenings to families.
· Ensure all activities are parent-informed and parents are actively engaged in every phase of seeking ECCE for their child.
· Ensure all activities and processes include the established equity framework with data tracking and disaggregation.
3. Working cross-functionally to support school readiness goals:
· Support and implement person-centered and equitable strategies
· Enter data and information accurately into the database for reporting purposes
· Process monthly reports as related to the Coordinated Enrollment System
· Enhance the project model and build community support for the project
· Assist preschool staff and family support workers as needed
· Track comprehensive service referrals and follow-ups and prepare reports as requested
· Attend local and regional meetings and participate in conference calls as requested
· Other duties as assigned and as requested by UWSAW’s President & CEO, and the Public Program Partners

· Strong familiarity with the Planning District and local community as well as the impact of quality early childhood education and the issues facing children and families in the area
· Experience working with staff in early care and education programs, social service agencies, schools or other private and public early education settings
· Ability to manage multiple priorities in an organized manner
· An ability to comfortably deal with multiple interruptions on a continual basis, always maintaining a friendly interface with others
· Collegial nature and collaborative style when working in a team dynamic
· Natural and confident ability to explore and identify mutually beneficial solutions
· Highly effective written and verbal communication skills
· Knowledge of web-based applications
· Experience working to reduce barriers which limit access to high-quality early education
· Highly confidential when working with sensitive and personal information. Understand the importance of confidentiality and demonstrate this when working with sensitive and personal information.
· Bilingual skills
Preferred Qualifications:
· Knowledge of the various regulating authority standards related to early childhood programs (Virginia Standards for Child Day Centers and Family Child Care Homes, Head Start, Board of Education, VPI, etc.)
· Knowledge of the Eligibility Requirements for various publicly funded ECCE providers, including subsidy through the Department of Social Services
· Knowledge of Services and Resources to support vulnerable and at-risk families
· Actively involved in the area’s ECCE community
Education and/or Experience:
High School Diploma required
AAS in Early Childhood, Social Work, Psychology, Health Science, or related field preferred.
2 years’ experience in a social services agency.
Experience working with families.
Language Skills: Ability to read, analyze and interpret database reports. Ability to write reports and business correspondence. Ability to present information to and respond to questions from groups of diverse individuals. Ability to document and communicate information to an audience.
Computer and Analytic Skills: Proficient knowledge of Microsoft Excel, Word, EMAIL; ability to be trained to use software related to management of Coordinated Enrollment System.
Licenses: Valid Virginia Driver’s License

*Note that travel within the planning district is necessary with this position, and evening and Saturday work will be required.
