CONTRACT SPECIALIST

ABOUT THE POSITION

We are seeking a Contract Specialist to support our client at the Department of Veterans Affairs.

The Contracts Specialist carries out diverse and various acquisitions support responsibilities including the full-acquisition lifecycle in support of NCOs and R&D Team. The Contractor shall perform all acquisition functions in accordance with the Federal Acquisition Regulations (FAR), Veterans Affairs Acquisition Regulation (VAAR), and all other applicable regulations and policies.

POSITION RESPONSIBILITIES:

· Serves as a contract specialist providing professional acquisition support services and business aid to the customer.

· Provides support in all aspects of pre-award and post-award functions (excluding negotiation), using a wide range of contracting methods and types.

· Performs all pre-award procurement functions including, but not necessarily limited to, market research/analysis to determine availability of the requirement.

· Prepares contractual documents (e.g., solicitations, awards, and related documentation) using the Electronic Contract Management System (eCMS) and MS Office products

· Coordinates with industry and other stakeholders to complete documentation required to closeout contract files.

· Performs all post-award procurement functions including, but not necessarily limited to, preparing modifications, tracking contractor performance for compliance with terms and conditions of contracts; prepare letters, memoranda documents, or reports that support contractual actions or recommendations for contracting officer approval and signature and contract close-outs.

Required:

· Bachelor’s Degree from an accredited college or University, preferably in one of the following fields: accounting, law, business, finance, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management OR a FAC-C or DAWIA Level III in Contacting Certification.

· 6 years’ experience conducting comprehensive acquisition support activities within a government or military contracting office, and with a working knowledge of Federal Acquisition Regulation (FAR)

· Preferred knowledge of Commercial and/or Government construction of buildings and facilities

· Demonstrated skills using Microsoft Office tools, specifically Excel and Word

· Proven professional communication skills, both oral and written

· Demonstrated comprehensive research and analysis of technical and cost data

· Ability to read and interpret acquisition policy, regulations, and directives

· Experience to be able to provide clear guidance to lower-level acquisition personnel

Desired:

· FAC-C or DAWIA Level III in Contracting Certification

· Experience with/knowledge of VA systems (eCMS, IFCAP, VISTA)
