The Contracting Division of the AFRL Information Technology Directorate (RI) seeks to hire a mid-level, DO-1102-02 Contract Specialist in Rome, NY. The Information Directorate is AFRL’s lead for Quantum, Cybersecurity, Artificial Intelligence, Command and Control, and other data technology. Arthur C. Clarke said “Any Sufficiently advanced technology is indistinguishable from magic.” The birthplace of laser disc (CD/DVD) technology and Siri, come to Rome and help enable the next generation of mission information technology magic.
Position Duties include, but not limited to:
Serves as a Contract Specialist for all pre-award and post award functions in a wide variety of complex contracts and specialized acquisitions; using a wide range of contracting methods; procures commodities and/or services for complex and/or diversified programs, Architect and Engineering services, and construction.Efforts range from moderately difficult to extremely complex, with values up to the hundreds of millions of dollars. These encompass R&D studies, developmental hardware, IT systems, and non R&D systems such as operational systems, services, and operations & maintenance.
Performs market research and acquisition planning and supports development of appropriate strategy to process the effort. Prepares and processes through approving official needed determinations and findings, including but not limited to authority to negotiate, type contract, provisions for Government property and, if appropriate, other than full and open competition. In conjunction with Contracting Officer (CO), responsible for preparing and issuing solicitations, conducting pre-proposal briefings, resolving contractor questions, and receiving and controlling proposals.
Prepares solicitation documents, issues solicitation and amendments. Obtains technical evaluation of proposals, performs cost/price analysis as needed. Conducts negotiations, frequently extending over several days.
Reviews final proposal revisions and recommends those that reflect the best value to the Government. Prepares and processes contract documents.
Resolves legal, policy, technical, and financial questions or objections that may be raised. Assists CO to resolve any protests and perform Alternate Dispute Resolution. Conducts debriefings to unsuccessful offers after award, if requested. Executes post-award contract performance management actions on assigned contracts.

Required Qualifications
United States Citizenship
Must be able to obtain and maintain a Secret security clearance.
Baccalaureate Degree from an accredited academic institution, minimum of two years GS-1102 Contracting experience, and one year of specialized experience as a GS-1102-11/DO-01/NH-02 or equivalent. Specialized experience must include one or more of the following:
Soliciting, evaluating, negotiating, and awarding contracts;
Administering contracts by assuring compliance with the terms and conditions
Terminating contracts by analyzing, negotiating, and settling claims and proposals
Analyzing and evaluating cost/price proposals and accounting systems
Planning, establishing, or reviewing contracts, programs, policies, or procedures
Formulating and administering policies and procedures to ensure achievement of socioeconomic goals
Developing acquisition strategies and directing or managing procurements;
Providing functional staff advisory services within the contracting occupation
This position is a Foundational Level 1 Non-Critical Acquisition Position .The selectee will have 24-months to meet APDP requirements or a waiver must be obtained. Applicants must list all completed acquisition certifications and status of acquisition corps membership in their resume.
