The Contracts Manager will have the responsibility to assist with managing all U.S. Government contract and procurement activities in support of Presidio Government Services (PGS). The Contracts Manager will provide direct support and act as an advisor to the PGS Executive Team. Located in the DC Metro area but will allow remote work.

DESCRIPTION

The Contracts Manager will have the responsibility to assist with managing all U.S. Government contract and procurement activities in support of Presidio Government Services (PGS). The Contracts Manager will provide direct support and act as an advisor to the PGS Executive Team. Located in the DC Metro area but will allow remote work.

Responsibilities:

  • Perform as the functional and technical Contracts Lead for PGS in the areas of Federal contracts and procurement
  • Lead, develop and mentor Contract Team Staff
  • Establish contractual policies and procedures to align with organizational goals
  • Provide daily contract support and lead coordination and partnership with other internal functional disciplines
  • Provide advice and guidance on the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and agency specific supplements and respond, when appropriate, to related issues
  • Negotiate, execute, and administer government contracts, including administration of subcontract flow downs, change management, inspection, acceptance, payment, warranty, close-out, and records retention.
  • Organize and facilitate formal communication between the company and its suppliers, subcontractors, prime contractors, and government customers
  • Manage and oversee all active PGS subcontracts, contracts, and engagements
  • Act as liaison with Sales Account Executives and Proposal Managers to ensure compliance with contract terms
  • Use functional experience and expertise in the review and administration of NDAs, Teaming Agreements & Subcontract Agreements
  • Assist in the preparation of internal contracts reports and information for contract management, and in identification, development and implementation of new contract policy and processes
  • Ensure internal file documentation meets the criteria of a Certified Purchase System Review (CPSR)
  • Perform activities for satisfying internal and external Government related functions for achieving a compliant purchasing system
  • Perform internal audits and help with processes for achieving an approved purchasing system
  • Maintain contract record in accordance with all required regulations and support all Government mandated contractual reporting requirements
  • Effectively managing and mitigating changes and claims through the negotiations and/or dispute resolution processes
  • Act as a liaison with legal experts, when necessary, to assess risk and to resolve legal matters
  • Support the resolution of payment-related problems
  • Conduct proposal preparation including examination of RFP solicitation requirements and estimates, analyzing terms and conditions to evaluate risks to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, customer specifications, and proposal submission.
