Contract Closeout Specialist-Lead

Universal Consulting Services, LLC, UCS, is seeking a Contract Closeout Specialist-Team Lead supporting the Naval Medical Logistics Command, NMLC.
The successful candidate will be responsible for the following:
- Distribute work to a team of 6 FTE's
- Train new employees on the closeout and modification processes
- Assist with in-processing new employees
- Assist with preparing required deliverables
- Coordinate with the supplier of the services/equipment/supplies, fiscal department, and other staff in the Acquisition Management Directorate to ensure a contract is ready to close out.
- Coordinate with contracting officer to de-obligate any funds left on the contract and confirm process of the final invoice. The records, documents, and supporting documents will be archived in hard copy and/or electronically in SPS.
- Build working relationships with contracting officers, contract specialists, vendors, and internal staff
- Explain the closeout process to vendors and assisting them in the process
- Compile, track, and update lists of all contracts (including pertinent information)
- Assist the business process for the Acquisition Management Directorate
- Track the status of all eligible contracts and prioritize contracts to be closed
- Archive, inventory, and solve issues regarding contracts
- Standardizing and enhancing the closeout SOP
- Adhere to all FAR, DFAR, and SOP regulations specifically in reference to contract closeout procedures
- Review incoming requisition packages for completeness and sufficiency. Contact originator for additional information or return incomplete requisitions to originator, if necessary.
- Organize incoming requisitions in the Standard Procurement System (SPS) according to established client internal quality management policies (e.g., International Organization of Standards (ISO)) and procedures. Combine requisitions for the same item and/or to the same vendor.
- Prepare all required pre/post award documentation as required by the Federal Acquisition Regulations (FAR) and established client procedures for review by the Contracting Officer for the award and/or release process.
- Distribute approved documents in accordance with client standard operating procedures and provide post-award assistance to ensure accurate, timely delivery and closeout.
This is a full time on-site position with optional telework up to 2x per week upon training and supervisor/COR approval.
Requirements:
- US Citizen with ability to obtain a Public Trust
- Minimum 2-4 years of related experience
- Proficiency in Microsoft Office Suite, specifically Outlook and Excel
- Strong analytical and problem-solving skills
- Possesses organizational and multitasking skills
- Excellent oral and written communication skills
- Strong customer service orientation
- Ability to lead a team and contribute to a team setting as well as independently
Preferences:
- Bachelor's degree, preferable in a business-related field; Related experience accepted in lieu of a degree
- Experience in a government contracting environment
- Active Public Trust
- Experience with Government Logistics Business Systems (SPS, PIEE/WAWF)
