Job Title: Contract Administrator
Location(s): Remote
Hiring Range: $62,000- 89,000 (Depending on education, experience, and location)
Status: Full-Time
FLSA: Exempt

The primary purpose of the Contract Administrator role is to prepare and administer contractual obligations on behalf of RSI in compliance with Government-contractor procurement regulations and requirements.

This position does not require travel.

Primary responsibilities and essential functions:
  • Responsible for planning, negotiating, awarding, and administering subcontracts/ purchase orders of varying degree of complexity.
  • Independently providing procurement support for RSI projects.
Work experience, skills, and capabilities needed:
  • Excellent Communication skills, verbal and written.
  • Ability to work in a fast paced, ever-changing environment with numerous deadlines and expectations.
  • Familiarity with business/contracts law, finance, accounting, and related business subjects.
  • Demonstrated experience in the formation and administration of design, construction, fabrication and/or miscellaneous services and commodities type subcontracts and/or purchase orders including bidder pre-qualification, development of requests for proposals, contractability review of scopes of work, bid evaluation, award, subcontract administration, change order management, claims resolution, and close-out.
  • Demonstrated experience developing subcontractor performance requirements and expectations both technical and commercial.
  • Demonstrated experience working with a complex multi-tiered organization structure engaged in the oversight and management of construction and/or site maintenance efforts.
  • Demonstrated working knowledge and application of Government regulations affecting subcontract formation, administration and closeout or equivalent knowledge related to private sector subcontracts.
  • Demonstrated experience administering multiple projects simultaneously.
  • Demonstrated experience working within a business management system such as Costpoint, Ariba, AssetSuite, Oracle, etc.
  • Demonstrated competency working within the Microsoft Office Suite (i.e., Word, Excel, PowerPoint, etc)
  • Other duties as assigned.
Technical knowledge, certifications/licenses, and software proficiency required:

  • Working knowledge of FAR.
  • Working Knowledge of DEAR.
  • DOE procurement regulations, policies, and procedures.
Required Education and Years of Experience:
Bachelor's degree in business, Finance, or Accounting and at least 7 years of experience; or an equivalent combination of supply chain education and experience.

Working Conditions and Physical Requirements:
The employee must remain is a stationary position 50% of the time. This position needs to occasionally move about inside the office to access file cabinets, office machinery, etc. Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer. The person in this position frequently communicates with others who have inquiries. Must be able to exchange accurate information in these situations. Constantly works inside an office environment. Frequently moves documents and objects weighing up to 10 pounds. Must be able to observe and learn technical material and emails.
