Basic Function

Under general supervision, to perform highly skilled construction and repair carpentry or welding and fabrication work relative to the work performed in the department to which assigned.

Distinguishing Characteristics

This class differs from that of Senior Maintenance Worker in that occupants are consistently expected to perform either carpentry or welding and fabrication at the highest skill level on major construction and maintenance projects. Regular heavy equipment operation is not a usual assignment of this class.

Typical Duties

(May include, but are not limited to, those duties listed below.)


Carpentry:
Perform rough and finished carpentry in major remodeling projects to existing City buildings, offices, parks or other structures.
  • Use and operate a wide variety of hand and power carpentry tools.
  • May frame and finish structures such as picnic tables, bleachers, fences, and gates.
  • Perform finished cabinet making as required.
  • Maintain all carpentry tools and equipment used in the performance of work assignments.
  • Build forms for and perform cement construction work as required.
  • Participate in the formulation of designs for structural building and remodeling as required.
  • Order necessary lumber and related carpentry supplies and materials as required.
  • May occasionally lead other maintenance personnel in performance of carpentry work as assigned and required.
  • Assist with other construction and parks development and maintenance activities as necessary.

Welding and Fabrication:
  • Operate arc and acetylene welding equipment in a variety of construction, fabrication and repair activities as assigned.
  • Lay out work to be welded and perform necessary fabricating or cutting operations from engineering and/or construction drawings or blueprints.
  • Use a variety of construction tools and equipment as required for particular construction activities or projects to which assigned.
  • Perform related activities such as sandblasting and spray painting as required for assigned area.
  • Cut and fit pipe.
  • Weld and form members.
  • Install water pressure regulators and repair and maintain other water distribution and service facilities and structures as required.
  • Assist in water pipe line installation and repair.
  • Order necessary supplies and materials as necessary.
  • May occasionally lead other maintenance personnel as required.
  • Perform other related duties as assigned.

Sanitation Division
  • May in time of need be assigned to a sanitation route.

Wharf Division
  • May from be assigned to assist the Wharf Maintenance or Wharf Construction crew.
  • Installs, tests and maintains backflow prevention devices. Advises City's Backflow Prevention Technician of test results.
  • May occasionally work out of a boat or on scaffolding over the water.

For all assignments: Performs other related duties that may be reasonably expected as part of this classification.

WORKING CONDITIONS
Position requires climbing, stooping, kneeling, crouching, crawling, reaching, working overhead, walking, pushing, pulling, grasping, balancing, twisting , standing, bending, squatting, making repetitive hand movement, using both hands and both feet, distinguishing by touch and working with finger dexterity in the performance of daily duties. Extended sitting only occurs occasionally for this position.
The position also requires talking, hearing, plus near and far and color vision when performing work and operating assigned equipment. The ability to lift, carry, and push tools, equipment and supplies weighing up to 100 pounds is required. The incumbent mainly works outdoors in all weather conditions, occasionally in temperatures above 100 degrees or below 32 degrees; the working environment has constant noise and subjects the incumbent to vibration.
Work takes place on slippery uneven surfaces, around machinery with moving parts or stationery equipment, around moving objects or vehicles, on ladders or scaffolding, occasionally below ground, in a confined space, or may take place from a boat. In the course of work, the incumbent may risk skin and air exposure to solvents, paints, grease, oils fumes, dust, and silica; the work occasionally includes working with hands in water. May be exposed to biohazards and/or hazardous chemicals. The incumbent may be exposed to electrical energy. The nature of the work requires the incumbent to use power and noise producing tools and equipment and drive motorized vehicles daily. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.

Minimum Qualifications

The minimum qualifications for Education, Experience, Knowledge, Skills and Abilities are the following:

Education and Experience
  • High School Diploma or equivalent and,
  • Four years of journey-level skilled carpentry or welding experience.

Knowledge
:
  • Carpentry or welding trades and ability to use and operate related tools and equipment depending on the area to which assigned.
  • Supplies acquisition and recordkeeping procedures.

Abilities :
  • Follow written and verbal instructions.
  • Perform heavy labor work as required.
  • Read blueprints and /or construction diagrams.
  • Operate a forklift.

LICENSES/CERTIFICATES
  • Possession and continued maintenance of a valid California Class C driver's license.
  • Positions in the Public Works Department/Sanitation Division require possession, and continued maintenance of a valid California Class B driver's license and a safe driving record.
  • Position in the Parks and Recreation Department/Wharf Division must obtain within one year of employment, and maintain certification from the California-Nevada AWWA as a backflow device general tester.
  • Position in the Parks and Recreation Department/Parks Division will be required to obtain a Playground Safety Inspector’s certificate.

DESIRABLE QUALIFICATIONS
  • Ability to act in a courteous manner when dealing with the general public.
  • Attitude conducive to working as a team member or occasional leader on a work crew.
  • Willingness to perform call-back work as necessary.

SALARY - This classification belongs to the Service bargaining unit and has a nine-step salary range. All classifications in this bargaining unit add an additional wage Step J on 7/14/18 by MOU agreement. Appointment may be made commensurate with experience. The current salary schedule is posted on the City website. See MOU for salary practices.
UNION REPRESENTATION - This classification belongs to the Service Employees' bargaining unit. All employees within this unit are represented by the Service Employees' International Union.
APPOINTMENT - Any candidate selected by the appointing department may be required to pass a pre-employment medical exam administered by a City-selected physician before hire to non-sedentary positions. Prior to starting work, all newly hired employees will be fingerprinted, to check conviction history. A conviction history will not necessarily disqualify an applicant from appointment . Candidates must present documentation verifying authorization to work in the United States and take a loyalty oath as required by the State of California at the time of hire. Appointments to regular positions are subject to a six-month probationary period (unless specified as 12-month by Service Employees MOU) which is considered a part of the selection process. Probationary employees may be terminated without recourse during this period. Positions which are covered by the Department of Transportation regulations are required to submit to a pre-employment drug test and to random drug and alcohol testing.
LEAVE
Vacation – 80 hours/year up to 5 years, 120 hours/year 6-10 years, plus 8 hours for each year after 10 years up to a maximum of 160 hours/year.
Sick – 12 days/year
Holidays – up to 11 days/year
Floating Holidays - 24 hours per year - prorated for part-time
INSURANCE – (available to employee and eligible dependents)
Medical – Depends on plan selected; City generally pays 95% of the cost of coverage (pro-rated for part-time).
Dental, Vision, Employee Assistance Program – City currently pays full cost of employee and family coverage (pro-rated for part-time). Plus an additional $29.50 per pay period.
Life – City provides a $20,000 life insurance policy.
Long Term Disability – City provides a long term disability plan.
RETIREMENT
All new regular employees become members of PERS. Public Employees' Retirement System (PERS) 2% @ 62 (3 year average). Prior PERS membership may affect retirement formula. Employees contribute 9.75% of their salary to PERS on a pre-tax basis. An employee is vested after 5 years of membership. No Social Security is withheld.
