The Role: We are seeking a dynamic motivated candidate for this opportunity to advance planning and concept development of Active Transportation and Complete Streets Projects in the Department. The Project Coordination Unit specializes in active transportation planning and championing complete streets principles within the Department, which will be a focus of much of the new Bipartisan Infrastructure Law (BIL) funding. This Unit currently oversees the $38 million Community Connectivity Grant Program (CCGP), the newly developed Transportation Rural Improvement Grant Program, the Trail Management Program and the Department’s Bicycle & Pedestrian and Safe Routes to School Coordination functions. The Project Coordination Unit also administers and participates in multi-modal transportation studies, both in-house and in coordination with Regional Councils of Governments, develops planning level project concepts to improve safety, accessibility and mobility for all modes and is responsible for performing project design reviews as required by the Department’s Complete Streets policy.

This Connecticut Career Trainee/Transportation Planner 1 position requires knowledge of the principles and practices involved in transportation planning and/or engineering with a focus on active transportation modes. Candidates should possess the ability to read and interpret roadway construction plans and cost estimates; knowledge of established transportation policies and operational methodologies including but not limited to Complete Streets. The selected candidate will be responsible for developing effective, efficient communication and working relationships, internally, as well as with other State and Federal agencies and other external stakeholders

This position will aid in the management and oversight of various unit led initiatives including the development of planning level scopes for Complete Streets and Active Transportation type projects; the Department’s Community Connectivity Grant Program; newly created Transportation Rural Improvement Program; Regional Corridor Studies; Bicycle and Pedestrian Coordination, Multi-use Trail Management and Safe Routes to School Programs.

Examples of Duties:
Provide project management support including preparation, analysis and review of project accounting materials and planning documents or studies, prepared by consultants and other staff. Assist in administering municipal grants, including review and analysis of supporting materials. Perform technical reviews of engineering project plans, and provide effective recommendations related to complete streets policies and best practices. Create and maintain GIS datasets related to active transportation networks. Assists in coordination of activities or projects with local, regional, state, and federal agencies, consultants and stakeholders as required; investigates and responds to public inquiries and complaints regarding transportation issues related to unit programs and/or projects; may make presentations; performs related duties as required. Field work may be required and travel primarily within the State may be necessary.

The duties of this position include but are not limited to:
  • Assist in development of project concept plans for active transportation type projects, utilizing CAD and Estimator Software, aimed at increasing safety, connectivity and accessibility for bikes and pedestrians using the state’s transportation system.
  • Act as a liaison to the Bureau of Engineering and Construction on Bicycle and Pedestrian projects.
  • Assist in oversight and conduct and make recommendation for over one hundred design reviews yearly to ensure project designs are compliant with the Department’s Complete Streets Policy by providing safe and accessible accommodations for pedestrians and bicycles.
  • Assist with oversight of multiple concurrent Regional Corridor Studies
  • Maintain and develop authoritative data sets within the Department’s Enterprise GIS Data Portal, to inventory and support the future planning for for the state’s bicycle On-road and Linear Trails networks.
  • Assist in managing multiple grant-funded municipal projects awarded via the Department’s $38 million Community Connectivity Grant Program.
  • Assist in Managing the Department’s newly developed Transportation Rural Improvement Grant Program.
  • Provide technical support for the Complete Streets Standing Committee as it relates to infrastructure and Active Transportation Design and Construction
