The State of New Hampshire, Department of Safety, Division of Fire Standards & Training and EMS has a part-time vacancy for Program Specialist II. This is a part-time position and shall not exceed a 29.5 hours per week.

SCOPE OF WORK: Reviews and investigates allegations of compliance violations for the Division of Fire Standards and Training and Emergency Medical Services (FSTEMS). Researches and applies rules and laws to case information and prepares comprehensive reports of findings.

ACCOUNTABILITIES: Receives and tracks notification of alleged violations of statutes and/or Administrative Rules related to Division responsibilities against entities such as EMS Providers, EMS Vehicles, EMS Units or any certificate holder. Investigates administrative violations by performing fact-finding activities to include conducting interviews, reviewing, handling, and collecting evidence, and coordinating with local and state agencies and the courts for formal documentation when needed. Compiles comprehensive reports including citation of specific law and rule violations and applicable or recommended enforcement action based on findings, and provides completed investigation information to the Compliance Officer, Chief of Strategy & Planning, or Division Director or designee for use in case determination. Assists with research of agency policies, procedures, administrative rules and laws to assess impact on Division responsibilities and recommends changes related to compliance, enforcement, and right-to-know activities. Adheres to all state and federal privacy rules relative to protection of personal information, educational records, and system security. Monitors the status and probationary conditions of licensees that have had limitations or suspensions imposed on their licensure by conducting case review and audits and reporting findings to the Compliance Officer. Prepares documentation used in administrative hearings or other legal proceedings and provides testimony when necessary.

MINIMUM QUALIFICATIONS :

1.5 Years of additional relevant experience = Associate's Degree

3 Years of additional relevant experience = Bachelor's Degree

4.5 Years additional relevant experience = Master's Degree

Education: Bachelor's degree from a recognized college or university with major study in healthcare, emergency medical services, law enforcement or related field. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Three years' professional or paraprofessional experience in healthcare, emergency medical services, law enforcement or related field, with responsibility for program implementation, direct service delivery, planning or program evaluation. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification: Must possess a valid driver’s license.

SPECIAL REQUIREMENTS : Selected candidate will undergo a fingerprint-based criminal background check and motor vehicle record check in order to ensure suitability for exposure to confidential information.
