The Department of Public Utilities (DPU) is responsible for oversight of investor-owned electric power, natural gas, and water utilities in the Commonwealth; developing alternatives to traditional regulation; monitoring service quality; regulating safety in the transportation and gas pipeline areas; and for certain aspects associated with the siting of energy facilities. The mission of the Department is to ensure that utility consumers are provided with the most reliable service at the lowest possible cost; to protect the public safety from transportation and gas pipeline related accidents; and to ensure that residential ratepayers' rights are protected. The DPU seeks to promote safety, security, reliability of service, affordability, equity, and greenhouse gas emission reductions.

The Department’s Transportation Oversight Division is designated as the state safety oversight agency within the DPU for the Massachusetts Bay Transportation Authority (MBTA) specific to rail transit safety and oversees MBTA’s adherence to its own safety related processes and systems and monitors the authority’s compliance with federal and state safety laws and regulations.

The Department of Public Utilities seeks applicants for the position of Compliance Officer II in the Transportation Oversight Division.

GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES

The basic purpose of this position is to perform administrative support for the Rail Transit Safety Division of the Department of Public Utilities. The duties include supporting the Rail staff, fielding phone calls, entering data, scheduling meetings, tracking data if applicable, greeting visitors and coordinating travel and training requirements for divisions staff.

DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES

  • Performs clerical and data entry activities
  • Maintain files and records such as correspondence files;
  • Confers with multiply divisions staff in order to exchange information, to coordinate efforts and to obtain information in support of DPU programs and activities;
  • Data entry
  • Copies, mailing and scanning support
  • Responds to both internal and external inquiries in order to provide information concerning DPU; as directed.
  • Performs related duties such as compiling data for use in reporting Agency activities;
  • Answer telephone calls and directs the call to proper party so that the public can reach correct staff person;
  • Maintaining databases;
  • Receive and distribute correspondence to appropriate individuals;
  • Data entry and scanning of documents;
  • Ongoing filing projects, as needed.
  • Other Duties as assigned.

QUALIFICATIONS REQUIRED AT HIRE (List knowledges, skills, abilities)

  • Knowledge of office practices and procedures including office record keeping, office correspondence control, types and uses of office equipment and supplies, business letter and report preparation.
  • Knowledge of the English language including spelling, word meaning, and word usage
  • Ability to read, write and comprehend the English language.
  • Ability to follow written and oral instructions.
  • Ability to assemble items of information in accordance with established procedures.
  • Ability to work accurately with names, numbers, codes and/or symbols.
  • Ability to file material in accordance with standard filing procedures.
  • Ability to maintain accurate records.
  • Ability to communicate effectively in oral expression
  • Ability to establish and maintain harmonious working relationships with others.
  • Ability to deal tactfully with others.
  • Must have excellent written and verbal communication skills, be well organized, and the ability to prioritize multiple tasks. Must possess strong attention to detail with thorough follow through, good analytical skills, and ability to work both independently and collaboratively.
  • Demonstrated experience with all Microsoft Outlook applications.
  • Ability to use proper grammar, punctuation and spelling.
  • Ability to review and compare like data for accuracy, completeness and consistency.
  • Ability to exercise sound judgment.
  • Ability to gather information through questioning individuals.
  • Ability to give written instructions in a precise and understandable manner.
  • Ability to work in group situations.
  • Ability to follow oral and written instructions.

Qualifications

Minimum Entrance Requirements: Applicants must have at least (A) three years of full-time, or equivalent part-time, experience in investigatory, law enforcement or regulatory administration work, or (B) and equivalent combination of the required experience and the substitutions below.

Substitutions:
A Bachelor's or higher degree may be substituted for a maximum of two years of the required experience.*

  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
