The Pomona Police Department has several Community Services Officer I vacancies. This position, under general supervision, may serve in any of the following areas of the Police Department: Report Taker, Community Crime Prevention Programs, Front Desk, Subpoena Service, Dispatch Call Taker, Court Filing, Uniforms and Equipment; and may perform a variety of administrative support and non-emergency field duties.
This is a flexible staffing classification. This recruitment will be used to fill the position in any assignment at the City's discretion, depending on the needs of the City and the vacancies available during the life of the eligible list. Must be available to work different shifts, including evenings, nights, holidays, and weekends.

Education and Experience

High school diploma or GED equivalency. Additional course work in business practices is desirable.

One year of responsible general office clerical work experience. Prior police department experience is desirable.

Possession of a valid Class "C" driver's license.

Possession of, or must obtain within six months of hire, a NCIC Telecommunication Certificate.

Possession of, or must obtain within six months of hire, CPR and First Aid Certificates.

Demonstrate resourcefulness, courtesy, and initiative. Prepare and maintain accurate and complete records. Understand and follow oral and written instructions. Respond to and investigate traffic collisions or other incidents occurring within City jurisdiction; write police reports; testify in court; collect and store evidence; perform traffic control; enforce parking violations; mark, store, or impound abandoned vehicles as authorized by law; assist the public in non-hazardous situations; maintain accurate records; assist Police Officers as required or directed; summon appropriate assistance for those events beyond the scope of position.
When assigned to Community Crime Prevention Programs:
When assigned to the Front Desk:
Respond to citizens' requests for assistance or information concerning police policies, procedures, and existing laws; assist citizens requesting copies of police reports; release impounded, stored, and recovered vehicles; collect fees for vehicle repossessions; process drug and sex registrants; enter calls for service into CAD (California Automated Dispatching) system; process parking citations including entering into computer, filing, downloading into computer, uploading into parking citation system program, receiving payments, confirming bail amounts, and issuing receipts for payment; receive telephone calls from citizens requesting information or police assistance; write police reports; testify in court; collect and store evidence.
When assigned to Subpoena Service:
Receive, inventory, and serve subpoenas to residents in a timely manner; serve criminal subpoenas to civilian victims and witnesses; locate victims and witnesses who have moved through various sources; research reports on all subpoenas coming in for correct information; maintain records and produce reports and statistics on subpoena service; document each service and advise issuing court; operate police radio and other related equipment.
When assigned to Dispatch Call Taker:
Receive requests for police, fire, or other emergency services over the phone; answer 911, alternate emergency, and business calls; screen incoming calls to determine necessity, priority, and type of response required; maintain accurate log of incoming service requests and action taken; enter, update, and retrieve information from the computer and teletype networks; provide general information to the public; refer calls to appropriate agencies; calm angered, distraught, or frightened callers; call public and private agencies including allied law enforcement, hospitals, tow companies, utilities, and City standby personnel; operate the CLETS (California Law Enforcement Teletype System) to run registration checks on vehicles, property, wanted information, and driver's license status; contact other agencies and check for warrants on subjects; operate a variety of public safety telecommunications equipment, CAD, records management system, unit and call status monitors, alarm board, and other miscellaneous equipment; write police reports, to include but not limited to thefts, stolen bicycles, lost property, lost cell phone, vandalism and others as determined by policy; testify in court; maintain accurate records.
When assigned to Court Filing:
Perform investigative work for the purpose of obtaining criminal complaints and producing evidence against the suspect in misdemeanor arrest cases; confer with the District Attorney's Office to aid in the general preparation of cases; research new laws and case decisions and provide information to Patrol.
When assigned to Uniforms and Equipment:
Assigned to oversee uniforms, equipment and supplies for officers and professional staff. Maintains accurate records of issued equipment and employee annual uniform allowances. Works with outside vendors, orders department forms, badges, nameplates and patches. Issues department ID/access cards, lockers and safety equipment. Responsible for all department keys, access codes, and AED's (Automated External Defibrillators).
Perform related duties and responsibilities as assigned.

Police Department employees work a 4/10 schedule but days off vary according to assignment and seniority.
In order to maintain service to the public, departmental effectiveness, productivity and/or efficiency, a Department Director may assign an employee a different work schedule that is in compliance with the requirements of FLSA with Human Resources approval.
RETIREMENT BENEFITS: Provided by the California Public Employee's Retirement System. Every regular employee becomes a member immediately upon employment. New employees who become a "new" member of CalPERS for the first time on or after January 1, 2013 will be enrolled in the CalPERS 2% @ 62, FAS 3 Plan. New members will be required to pay at least 50% of the normal cost [Govt. Code Section. 7522030(c)]. However, a new employee who is a "classic" member of CalPERS or a current member of another California public retirement system will be enrolled in the CalPERS 2% @ 60, FAS 3 Plan. Currently, all new PCEA employees shall pay the CalPERS member's retirement contribution of 6.75%. City of Pomona employees do not contribute into Social Security.
PAID HOLIDAYS: 13 paid holidays & 2 floating holidays are provided per year.
VACATION LEAVE:
- 1-4 years = 80 hours
- 5-9 years = 160 hours
- 10-14 years = 184 hours
- 15 years = 200 hours
- Extending through the 20th year, employee shall accrue 8 hours of additional vacation leave per year with a maximum accrual of 240 hours per year.
SICK LEAVE: 12 days per year (prorated if on any leave without pay).
GROUP INSURANCE PROGRAMS are available to eligible City employees. These programs include medical, dental, vision, long-term disability, life and accidental death and dismemberment insurances.
- HEALTH INSURANCE: $700 per month; cash-in-lieu program available
- DENTAL: $75 per month
- VISION: Voluntary participation by the employee
- 125 BENEFIT PLAN CONTRIBUTIONS:
- Waiving coverage = $45 per month
- Single coverage = $65 per month
- Two-party coverage = $625 per month
- Family coverage = $1,025 per month
- LONG TERM DISABILITY INSURANCE: 66 2/3 of base salary for a maximum of 2 years after 60 days
- LIFE INSURANCE: $30,000 policy plus AD&D
EDUCATIONAL INCENTIVE PLAN available for eligible employees to develop their knowledge and abilities.
- TUITION REIMBURSEMENT: $1,500 per year
DEFERRED COMPENSATION: A voluntary deferred compensation 457 plan is available.
FLEXIBLE SPENDING ACCOUNTS are available where employees use pre-tax salary to pay for regular child care, adult dependent care and/or medical expenses.
CREDIT UNION membership is available to all City employees and provides access to low interest loans.
