From 2014-2021, ACS has reduced the number of children in foster care to a historic low of 7,200, and we continue to expand our ability to serve parents in a way that keeps children safe.
In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families at risk of a crisis through preventive services and provides foster care services for children not able to safely remain at home.

Reporting to the Deputy Commissioner of Financial Services, the Associate Commissioner for Revenue Accounting, Claiming and Revenue Maximization provides leadership and guidance on agency wide critical initiatives by ensuring that the revenue budget is properly aligned, claims are implemented and that all pathways to revenue maximization on behalf of the agency are properly planned, monitored and assessed.

This position is responsible for the following tasks and responsibilities, including but not limited to:

  • Supervise the Assistant Commissioner of Claiming and Revenue who is responsible for submission of all State and Federal claims to support agency program and administrative functions, devising accurate revenue projections for planned initiatives, and for monitoring compliance with existing revenue requirements to ensure revenue maximization
  • Supervise the Assistant Commissioner of Revenue Maximization who is charged with mandated systems recording, tracking, and systems case management of ACS’ children in the State’s child welfare systems and ensures the accurate and timely eligibility review and maintenance of accurate case data for Child Welfare cases for the agency to maximize drawing down of Federal funds
  • Oversee the Revenue Policy & Legislation Unit which provides legal counsel and guidance, advises on the impact of federal and state budget actions, and supports the development of legal and financial strategies to maximize revenue, secure due diligence, and manage risk
  • Develop compliance with new State and Federal mandates such as Family First Prevention Services legislation
  • Bring the agency into compliance with existing fiscal mandates, and when an irregularity is discovered
  • Develop policy proposals and advocacy strategies for ACS at the City, State and Federal level to recognize and support NYC’s evolving partnerships with community and intergovernmental partners
  • Work with ACS programmatic divisions to ensure that revenue and data requirements are integrated and balanced with the needs and challenges faced by front-line staff
  • Review, redesign, and institutionalize Revenue and Claiming business processes, in coordination with other DFS departments, to ensure that reimbursement to ACS is always maximized
  • Lead internal and program-division specific assessment of claiming and revenue implications of all agency critical initiatives, including the Single Audit, to ensure appropriate claiming and funding of operational or administrative tasks, which support program efforts
  • Supervise the production of regular and ad hoc claiming and revenue reports to show the agency’s financial position
  • Supervise and coordinate work efforts to resolve and complete DFS special projects, as needed

Minimum Qual Requirements

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
