Job Title: Code Enforcement Officer
Department: Community Development
Classification: Full-time, Hired by City Administrator
Position Reports to: Community Development Director
General Purpose and Description:
Under the direct supervision of the Community Development Director, performs skilled office and fieldwork involving the identification, inspection, investigation and correction of violations of applicable codes and ordinances pertaining to public nuisance with respect to Codified
Ordinances - Environment (Chapter 34), Health and Sanitation (Chapter 46), and Offenses and
Miscellaneous Provisions (Chapter 62), Zoning (Chapter 118, in conjunction with the City Zoning
Officer and City Attorney), along with other Codified Ordinances as may be assigned.
Essential Duties and Responsibilities:
- Enforces municipal codes and other applicable codes related to public nuisance, junk and debris, grass and weed on private property and related abatement activities.
- Researches property ownership; researches ordinances and history of ordinances affecting property uses.
- Determines compliance of specific codified ordinances.
- Responds to inquiries concerning related codes and ordinances.
- Reads, interprets, explains, and applies applicable codes to assigned duties.
- Composes written responses as required.
- Takes action on community complaints concerning appropriate code violations.
- Conducts on-site investigations to identify nuisances, potentially hazardous conditions and code violations.
- Prepares photographic evidence of violations.
- Records observations.
- Notifies responsible parties of code and ordinance violations.
- Instructs responsible parties concerning needed correction to obtain compliance.
- Takes photographs to support code and ordinance violations. Catalogs all photographs in database in accordance with retention of records guidelines.
- Conducts follow-up inspections to ensure corrections are made.
- Notes actions taken and results achieved in case files and on computer database.
- Seeks compliance through written and personal contact.
- Issues warnings, notices and tickets for code violations as required.
- Reports violations of City codes outside the authority of this position to supervisor for distribution to appropriate department for follow-up.
- Monitors the collection of fines and enters into database.
- Logs in warnings, tickets, and hearing results into database and performs appropriate follow-up.
- Coordinates joint abatement and investigation activities with other Police
Department staff, Zoning staff and City departments.
- Provides follow-up reports, records and data to assist other departments involved in the abatement process.
- Prepares and maintains a variety of records, reports, logs, memoranda, and files related to field and office investigations and activities.
- Compiles case files for public hearings and court proceedings.
- Testifies at hearings on behalf of the City of South Beloit.
- Performs related duties as assigned.
- Works with Winnebago County and Winnebago County Sheriff’s Office regarding violations of the municipal code.
- Ensures all people fishing at Lake Victoria have paid appropriate fees.
Minimum Qualifications:
Valid Driver’s License.
Minimum education should include: High school diploma or general education degree (GED).
General experience in enforcing administrative rules and regulations involving field investigations pertaining to code compliance, and be comfortable with extensive public contact or any equivalent combination of education and experience that would likely provide the required knowledge and abilities is qualifying.
Preference given to those who have the Basic or Advanced Illinois Association of Code
Enforcement Certification.
The Basic and Advanced Illinois Association of Code Enforcement Certification are required as a condition of continued employment within one year after date of employment and/or receipt of job description.
Necessary Knowledge, Skills, Physical Demands, Work Environment and Abilities:
- Knowledge of State and local codes, regulations pertaining to public nuisances, along with the ability to communicate that knowledge on paper.
- Working knowledge of principles and practices of code enforcement, methods of office and field inspection work, discovering property ownership, research methods and techniques related to all applicable codes.
- Ability to communicate effectively, both orally, and in writing — proficiency in the use of proper English usage, spelling, grammar, punctuation, arithmetic and basic mathematical calculations.
- Ability to research, interpret, explain, and apply applicable codes and ordinances to abatement work.
- Ability to testify in hearings and court proceedings.
- Ability to analyze situations and develop sound solutions, while maintaining safety at all times.
- Ability to obtain information through a variety of interview techniques; work fairly and courteously with all customers.
- Ability to develop and maintain effective working relationships with those contacted in the course of duties, using tact and sensitivity.
- Ability to coordinate activities with other City departments, Community
Development staff and other parties of interest.
- Ability to read maps and learn the City's geography.
- Ability to develop and accurately maintain a variety of work records and documents including complete case files, logs, reports, and memoranda.
- Ability to inspect year-round regardless of the weather conditions.
- While performing the duties of this job the employee is required to stand, walk, use hands, feel or operate objects, tools or controls and reach with hands and arms.
- The employee is required to sit, occasionally climb or balance, stoop, kneel, crouch or crawl, talk or hear and smell.
- Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

Wages and Compensation:
- $15.00 - $18.00 per hour DOQ or as established by City Council.
