The City of Redmond Planning department has an exciting opportunity for a highly motivated, community-oriented individual who is ready to help elevate our Code Enforcement team to the next level as our newest Code Enforcement Officer.

The Code Enforcement Officers of the City of Redmond enforce land use regulations within the City of Redmond's Municipal Code (RMC) and the Zoning Code (RZC). The Code Enforcement Officers also review business license applications, issues sign permits, and investigate complaints.


As a Code Enforcement Officer, you will work independently under the direction of the Development Services Center Manager. The Code Enforcement Officers administer and implement the City's code compliance process to identify potential or existing violations. This includes investigating, analyzing, and resolving issues related to permits or licensing, and oversight of investigations of City building codes, land use codes, and Public Works standards. Efforts are coordinated with other departments including Police, Fire, Finance, the City Attorney, and the Prosecutor.

Our Code Enforcement Officers lean towards compliance rather than enforcement and penalties. This means if a violation has occurred, an officer will try to resolve it first through diplomacy and education. It is only after this approach fails, the officer may begin formal civil and/or criminal enforcement proceedings.

That makes this a great role for someone who is naturally customer-driven, skilled with having difficult conversations, and empathetic. However, your ability to connect with people and help them solve problems is balanced with your respect and understanding of the value and need for regulations and rules for safe, sustainable, and healthy communities and neighborhoods. This combination makes you skilled and motivated to work with people to find good solutions quickly.

Finally, this is a fantastic role if you are not the type of person that likes to sit in an office all day but prefer the chance to spend a lot of time traveling around the City of Redmond, meeting community members and business owners.

Code enforcement experience is preferred but not required. If you have previous experience in the legal field (paralegal), a background in municipal planning, or have worked in job where code knowledge was important (like building or zoning codes) for example as a construction inspector, builder, contractor, architect, or construction project manager, you will have transferrable skills for this role. ROLE & RESPONSIBILITIES

If selected to be our newest Code Enforcement Officer, here are a few key responsibilities:


  • Perform site inspections of properties and structures within the City to ensure compliance with the applicable city codes and regulatory requirements.
  • Enforce all aspects of the City's codes and ordinances and perform follow-up inspections to resolve violation cases either through voluntary compliance, corrective actions, issuing notices of violation, or posting stop work orders.
  • Provide information regarding City codes, laws, and ordinances.
  • Respond to and investigate complaints and reports of possible violations of City codes.
  • Prepare reports, recommendations, and case information, and present evidence at appeal hearings and/or legal proceedings. Testifies in court and in administrative proceedings if necessary.
  • Coordinate enforcement actions with other departments, jurisdictions, or regulatory agencies.
  • Track all violations through the City's customer service request portal and maintains working files on all violations.
  • Advise on code compliance policy questions, including proposed code compliance related amendments to the City codes. May assist with drafting materials for Council review.
  • Review sign permits and sign programs for code compliance. Performs regular sign sweeps to ensure all temporary and permanent signs within City limits meet code.
  • Respond to public records requests, reviews business licenses for zoning compliance, and performs other duties as assigned.

QUALIFICATIONS

Education and Experience

  • Associate's Degree in urban planning, construction management, law enforcement or a related field;
  • Three years of professional related experience in code enforcement, inspection, or other related field;
  • Or any equivalent combination of education, experience, and training that provides the required knowledge, skills and abilities.
Licenses and Certificates
  • Code Enforcement Officer and/or Zoning Inspector certifications preferred
  • Valid Washington State Driver's License and a driving record that meets city standards. Remain insurable by the City.
