The Civil Rights Team Lead is selected by and responsible to the Compliance Manager or designee. Performs highly advanced (senior-level) research, evaluation, consultative services, technical assistance, service-related inquiries and investigations, conducts compliance reviews, and planning work related to civil rights compliance review of HHS programs. Work involves conducting and overseeing the completion of compliance reviews and recommending appropriate changes to team members; planning, implementing, coordinating, monitoring, evaluating policies and procedures, providing technical assistance of civil rights compliance reviews to staff and HHS program areas; establishing goals and objectives for the Compliance Review Team; developing the compliance review schedule, priorities, and standards for achieving goals; providing consultative services and technical assistance to program staff, governmental agencies and the general public. Assists the Service-Related Complaint Program Supervisor with service-related inquiries. Trains, leads, assigns, coordinates, and prioritizes the workload of others on the Compliance Review Team. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.


Essential Job Functions:
Serves as Team Lead for Compliance Review Team. Provides programmatic feedback to the Compliance Manager on the direction for developing, implementing, and monitoring civil rights compliance reviews and civil rights compliance policies and procedures; conducts compliance reviews; assigns and reviews work products of the Compliance Review Team; reviews corrective action plans to ensure civil rights compliance with for program areas; provide vital feedback and assistance in establishing goals, objectives, priorities, and standards for civil rights compliance review projects and initiatives (45%)

Develops, implements, and manages projects related to civil rights compliance reviews; assists with civil rights service-related discrimination inquiries and investigations, and service-related discrimination issues; provides feedback, consultation, direction, guidance, and quality review to Compliance Review Team on assignments and projects related to program initiatives and activities; and collaborates with agency and division staff, HHS system staff, contractors, contract administrators, clients, community groups, and other stakeholders. (30%)

Assists the Service-Related Program Supervisor with civil rights service-related discrimination investigative reports and other management reports; assigns work to the Compliance Review Team and maintains a workload that consists of compliance reviews; provides support to the Service-Related Complaint Team; and assists with the processing of service-related inquiries and complaints received via Compliance mailbox. (20%)

Provides highly advanced research, analysis, and evaluation on complex program and policy issues and initiatives related to civil rights service-related discrimination investigations and compliance reviews. (5%)



Knowledge Skills Abilities:
  • Knowledge of and/or ability to interpret applicable federal and state laws pertaining to civil rights, especially Titles VI and VII of the Civil Rights Act of 1964, Section 504 of the Rehabilitation Act of 1973, the Texas Commission of Human Rights Act of 1983, the Americans with Disabilities Act of 1990, the Age Discrimination in Employment Act, and related executive orders, laws, regulations, and EO guidelines.

  • Skill and ability to conduct research, analyze information, and solve problems.

  • Knowledge of statistical analysis processes, of research techniques, and of training and marketing techniques.

    None


    Initial Selection Criteria:
  • Bachelor's degree from an accredited college or university; work experience in civil rights, human resources, compliance, or related field may be substituted on a year-for-year basis for education requirements.


  • Experience in conducting research and preparing reports.


  • Experience interpreting laws and/or regulations.


  • Experience in a field related to civil rights, compliance, human resources, or public administration is preferred.
