Richmond County Government is recruiting a full time Child Support Lead Case Manager.
DESCRIPTION OF WORK AND TASKS TO BE PERFORMED INCLUDE:
25% Staff orientation and training functions. This position provides specialized procedural training of new staff and ongoing training of all unit staff. Utilization of the Automated
Collection and Tracking System (ACTS) is required. Specific training of staff includes the utilization of the Automated Collection and Tracking System (ACTS), NC FAST, IDEC, WIRM,
FPLS, QUICK, and the Intergovernmental Reference Guide (IRG) as well as various online information systems. These databases and information systems are used to locate noncustodial parents and their assets.
This position must be knowledgeable and train staff to use a variety of remedies to seek the establishment of a child support order or monitor and enforce compliance of the order while abiding by federal and state laws and program policy and meeting federal time standards and state performance goals. These remedies include administrative actions such as telephone and mail correspondence as well as legal actions that would require appearance and testimony in civil court.
This position trains and advises staff on problems and methods of investigation and preparation of legal actions for the agency attorney as well as assists and advises staff in determining course of action, tracking witnesses, and preparing them for testimony in court.
20% Case management functions. This staff member must be confident in program policy and procedures to advise and assist staff on difficult or unusual cases; to respond to telephone calls, emails, and walk-in customers; and to conduct interviews with custodial and noncustodial parents. This staff member must remain aware and ensure compliance of the child support program and applicable legal changes to include paternity establishment, bankruptcy, adoption, guideline calculation, tax intercept, and liens against financial institution accounts. This person serves as a liaison between custodial parents, noncustodial parents, and medical insurance companies to ensure insurance coverage for minor children; and must receive medical insurance cards from insurance companies and forward the cards to the custodial parents. This position must exercise immediate remedial action to correct any quality deficiencies that occur within their assigned caseload and their assigned work unit. This position accepts all appropriate referrals from WFFA, Medicaid, State Foster Home, and Non-Public Assistance. This position assists the agency attorney in presenting cases in court, reviewing evidence, and negotiating agreements with noncustodial parents. Employee must testify in court as required.
As lead case manager, this person is expected to perform all case management functions for the assigned cases consistent with the case management functions performed by other Case
Managers in the unit. At times when the unit may have reduced staff, the lead agent will occupy a full caseload to aid case management of a vacated caseload.
35% Performing research and processing reports . As assigned by the unit supervisor, will complete monthly reports to improve the unit’s productivity, accuracy, and pursuit of the agency’s incentive and self-assessment goals issued by the state Child Support Office. When a full caseload is assigned due to reduced staffing, Lead Case Manager may spend more time associated with case management and less time working reports.
15% Assigning and reviewing work. Lead Case Manager will confer with supervisor on major issues or grievances, equipment needs, policy problems and difficulties with the judicial system; and work with the supervisor to identify staff performance issues. This person may assist the supervisor in developing action plans to improve unit productivity. As a matter of quality checks, this person performs quality reviews of all court orders completed by child support agents in probationary status and other staff as needed.
5% Performs other duties as assigned including resolution of customer complaints.
KNOWLEDGE, SKILLS AND ABILITIES: Thorough knowledge of the Child Support
Establishment and Enforcement programs and applicable legal procedures; the Automated
Collection and Tracking System (ACTS), State jurisdiction requirements, paternity requirements,
DNA testing systems, interstate laws; considerable ability to interview clients, non-custodial parents and related sources, and to investigate cases; considerable ability to organize, analyze, and summarize case information; basic math skills, ability to establish and maintain effective working relationships with clients and non-custodial parents, location resources, office of the
Clerk of Court, Magistrates, District Attorney, Sheriff, and other court officials, and private attorneys. Accuracy and timeliness must be demonstrated in this position. This position must have the ability to analyze and interpret program and department rules, regulations, and procedures; ability to represent program in written form and to develop and effectively communicate with others. Access to an automobile for in and out of county travel will be necessary. Bilingual preferred.
MINIMUM EDUCATION AND EXPERIENCE – A four year degree and one (1) year experience in eligibility, investigative, judiciary, or legal work that provides knowledge, skills and abilities needed to perform the work; or an Associate’s degree in business administration, human resources, law enforcement or closely related Degree and three (3) years of experience in eligibility, investigative, judiciary, or legal work that provides knowledge, skills and abilities needed to perform the work; or graduation from high school and four (4) years of experience in eligibility, investigative, judiciary, or legal work that provides knowledge, skills and abilities needed to perform the work; or an equivalent combination of education and experience.
SALARY- Starting at $40,635.00-$45,683.00 annually for qualified applicants.
