Our Organization, Mission and Vision:
The newly created Florida Gaming Control Commission (FGCC) is a five-member commission appointed by the Governor. The FGCC is charged with investigating and enforcing Florida pari-mutuel and gaming statutes and rules. The commission is charged with the regulation of Florida’s pari-mutuel, cardroom, and slot gaming industries, as authorized by Chapter 550, 551 and 849, Florida Statutes, as well as collecting and safeguarding associated revenues due to the state. The commission is also the State Compliance Agency (SCA) under the provisions of the Gaming Compact between the Seminole Tribe of Florida and the State of Florida.
In Florida, pari-mutuel wagering is authorized for horse racing, harness horse racing, jai alai games and cardroom poker games. Additionally, slot machine gaming at pari-mutuel facilities is authorized in Broward and Miami-Dade Counties.
Our mission is efficient, effective and fair regulation of authorized gaming at pari-mutuel facilities, with a vision to enhance and increase the utilization of state-of-the-art technological capabilities to better serve the public, simplify and expedite the licensure process, and ensure compliance with the pari-mutuel laws and rules pursuant to Chapters 550, 551, and Section 849.086, Florida Statutes.
NOTE: ONLY CANDIDATES WITH SEVEN (7) YEARS INVESTIGATIVE EXPERIENCE OF WHICH THREE (3) YEARS WERE IN A SUPERVISORY CAPACITY WILL BE CONSIDERED.
Investigative experience is defined as independent investigative experience which includes the following activities: interviewing and interrogating witnesses, collecting and analyzing data and evidence, writing and summarizing case narratives, and testifying at criminal proceedings and/or administrative hearings.
Non-qualifying investigative experience includes: Routine police patrol work, traffic enforcement, building surveillance, tax collection, collection of delinquent accounts, skip tracing, credit checking, auditing, employment interviewing, hotel or store detective, parole officer, correction officer, guard, inspector or security related positions or in any other position which does not involve the level of field investigation as those positions described above.
Duties & Responsibilities:
- Responsible for the development and implementation of rules, policies and procedures applicable to conduct investigations and inspections for the Division of Pari-Mutuel Wagering.
- Performs all required tasks related to the supervision of employees, including approval of attendance and leave, evaluating employee performance (preparing performance plans, performance evaluations, and position descriptions, etc.), recruitment and selection, employee development, and other supervisory related duties. Plans work flow and objectives and establishes deadlines. Provides appropriate motivation to employees and meets with staff regularly.
- Develops and implements on-the-job training procedures for all personnel involved in investigations and conducts special training sessions on new laws, rules, investigative methods and department requirements.
- Coordinates all investigative activities and plans workloads, workflows, deadlines, work objectives, and time utilization of subordinate employees.
- Researches, evaluates, and recommends management policy, practices, and control systems which improve the effectiveness of investigative and/or Division operations.
- Ensures that the VERSA case tracking system remains current.
- Maintains and provides statistics necessary to support PB2 measures relating to investigations.
- Effectively communicates with the Office of the Director regarding developing and on-going investigative issues and cases.
- Serve as the liaison with Horseracing Integrity and Safety Authority (HISA) by coordinating investigations and inspections relating to track safety and the anti-doping program.
- Coordinates with other law enforcement officials on illegal activities at the state, local or federal level.
- Assists the legal staff in the prosecution of cases and administrative actions against licensees.
- Performs other duties or special projects as required.
Knowledge, Skills, and Abilities:
- Thorough knowledge of Chapters 550, 551 and 849.086, Florida Statutes.
- Thorough knowledge of Chapter 61D, Florida Administrative Code.
- Excellent written and verbal communications skills.
- Ability to establish and maintain effective working relationships with employees, all levels of management, and customers.
- Identify problems/issues and present feasible solutions.
- Lead, direct, coordinate, supervise and manage the work staff.
- Experience with instructing and guiding investigators concerning the proper methods of investigation.
- Experience with ensuring that investigations are completed within required timeframes.
- Experience communicating and working with law enforcement agencies.
- Excellent written and verbal communication skills.
- Experience reviewing investigative work products prepared by others for accuracy and completeness.
- Ability to foster positive working relationships with all stakeholders including facility senior management, subordinates and colleagues.
- Provide leadership and motivation.
Minimum Qualifications:
- Possession of seven (7) years investigative experience (as described above) three (3) of which must have been in a supervisory capacity.
Preferred Qualifications:
- Prior sworn or regulatory investigative experience (as described above) within a gaming environment.
- Proficiency with computers, common applications, search engines, investigative databases and internet research.
