Finger Lakes Community Health (FLCH) was founded in 1989 with an original mission of serving the region's agricultural workers by linking individuals to area resources and providing essential health services. In 2009 the organization expanded to become a Federally Qualified Health Center (FQHC), serving patients of all incomes, ethnicities and walks of life. Job Summary:
Responsible for developing, maintaining and/or supervising all financial related activities including purchasing, property management, cash disbursements and receipts, accounts receivable and financial statements; prepare federal and other grant budgets and financial status reports; maintain statistical systems; oversee the Financial Management Systems.
Duties/Responsibilities:
- Fiscal Management

- Responsible for all financial activity utilizing budget, internal control, reporting and audit tools.
- Responsible for development and administering organization’s financial policies and procedures.
- Develops and monitors the annual operating budget, initiating revisions as required.
- Responsible for internal control practices and written procedures as it relates to company financial matters.
- Maintains and monitors capital budgets.
- Fiduciary and signature authority for cash and investment accounts.
- Reviews and approves capital expenditure requests, ensuring compliance with policy.
- Reviews and approves vendor, agency and insurance contracts.
- Responsible for administration of the 401(k) plan, acting as fiduciary.
- Responsible for compliance to investment policy, monitoring investment performance of corporate holdings and management of investment advisor
- Assists Human Resources in review and revision of benefit plans, compensation structure and staffing levels.
- Assists Human Resources with payroll processing and oversite.
- Maintains and updates charge schedules annually.
- Reviews lines of business quarterly to determine solvency.
- Monitors costs for savings opportunities.
- Prepares cash and budget forecasts routinely.
- Grants and Federal Reporting
- Prepares and presents the annual federal grant budget to Executive leadership and Board of Directors.
- Submits the federal grant budget and supporting schedules per agency requirements.
- Maintains master grant files with supporting documentation, agency correspondence and award notifications.
- Prepares and submits quarterly and/or annual financial reports as required by the grantor, including the Federal Financial Report (FFR) and financial and federal audit
- Prepares budget information for additional grant opportunities and assists in application and management of awarded funds.
- Other accounting responsibilities
- Working knowledge of Federal and State fiscal regulations, including cost report, coding and reimbursement requirements of major payors.
- Responsible for filing and monitoring of Medicare Cost Report filing.
- Financial system administration and security.
- Responsible for the sliding fee program including review of internal audit findings and educating staff on program requirements.
- Board of Directors relationship and responsibilities
- Holds monthly meetings with the Board Finance Committee.
- Reviews detail of monthly financial activity and financial statement with the Board Finance Committee
- Presents monthly financial statements, federal and operating budgets, audits and 990 for review and acceptance/approval by the Board.
- Presents fiscal policies to the Board for review and approval.
- Budgeting duties and responsibilities
- Develops annual operating budget
- Effectively manages expenses for the department
- Effectively manages staffing to budgeted FTEs
- Leadership duties and responsibilities
- Develops and communicates strategic initiatives as it relates to the financial department.
- Actively participates in Executive Team
- Active participant in community
- Communicates effectively with patients and all levels of the organization in a professional and timely manner
- Seeks out educational opportunities, stays current with trends and implements appropriate changes within area of responsibility
Required Skills/Abilities:
- Possesses knowledge of healthcare privacy regulations
- Must be analytical, strategic and diplomatic.
- Possesses strong organizational and time management skills
- Ability to communicate well written, orally, and frequently
Education and Experience:
- Bachelor's degree in finance, accounting, or related field
- Graduate degree and/or CPA preferred, but not required
- 10 years or more of progressive experience in accounting or finance
- 5 years or more of supervisory/management experience
- Experience working for a Federally Qualified Health Center (FQHC) or in non-profit highly desired
Physical Requirements:
- Must be able to hear and communicate with clients and staff via phone and in person
- Must be able to lift up to 40 pounds.
- Must have vision that is adequate to read memo’s computer screen, registration forms, and other documents.
- Must possess manual dexterity, to perform writing and keyboarding tasks.
- Must be able to sit for extended period of time
