CLTCC serves seven parishes (Avoyelles, Catahoula, Concordia, Grant, LaSalle, Rapides, Winn) in central Louisiana and has five sites: 1) Alexandria, 2) Cottonport, 3) Winnfield, 4) Jena and 5) Ferriday.

Position domiciled at Main Campus in Alexandria.

SUMMARY:

The Carl Perkins Director/Region 6 CTE Coalition Coordinator reports directly to the Chancellor and serves as the college’s Chief Grant Director for Carl D. Perkins funds by providing leadership, strategic direction, and management for the effective grant period to ensure both Central Louisiana Technical Community College (CLTCC) and Louisiana State University at Alexandria (LSUA) are within federal grant guidelines compliance within Edgar for a multi-campus institution. This position is responsible for completing the Basic Grant Local Application Plan (LAP) for CLTCC as well as for the consortium partner LSUA, including additional Perkin’s funded grants, awarded throughout the fiscal year. This position will work closely with the Vice Chancellor of Finance, Grant Accountant, and Vice Chancellor of Institutional Research. This position will ensure the Strengthening Career and Technical Education for the 21st Century Act (Perkins V) Federal Act established to improve career-technical education programs, integrate academic and career-technical instruction, serve special populations, and gender equity needs are being met within the guidance of the Louisiana State Perkins V Plan.

This position also oversees the monitoring and compliance of the Strengthening Career and Technical Education for the 21st Century Act (i.e., Perkins V) required programs and programs of student activities and services. This position ensures that Region 6 meets the federal, state and regional goals and expectations of Perkins V. This position will also focus on enhancing collaboration with secondary and postsecondary education partners, CLTCC Adult Education Programs (i.e., WorkReadyU); regional economic development organizations, representatives from local juvenile justice and/or adult corrections education programs; foundation and financial partners; community leaders; and representatives of organizations focused on equity.

Duties and Responsibilities:

  • Oversees the monitoring and review of compliance of the Strengthening Career and Technical Education for the 21st Century Act required programs activities and services.
  • Prepares budget narrative for the grant with complete description of the expenditure for each of the codes used.
  • Develops and implements evaluations of the CTE programs carried out with Perkins funds.
  • Provides in-services and pre-service professional development programs to faculty, administrators, career guidance and academic counselors to both secondary and post-secondar who are involved in integrated career and technical education on topics such as: o Effective integration of academics and CTE o Effective teaching skills based on research o Effective practices to improve parental and community involvement o Effective use of scientifically based research and data to improve CLTCC
  • Analyzes Perkins data from the previous year to identify low performance programs
  • Analyzes other institutional data regarding student achievement
  • Evaluates input from program instructors and student support staff
  • Evaluates input from advisory councils and/or the business community
  • Completes purchase request for all purchasing using Perkins grant funds; making certain items are deemed appropriate to meet the Perkins performance targets
  • Prepares budget for each activity and ensure that all grant funds are allocated appropriately. Any item included in the activity description must be included in a line item of the budget and any entry in the budget must be included in the activity description
  • Submits the Annual Performance Report into the LCTCS eGrants system
  • Submits the Perkins Allocation Data request
  • Provides leadership for the Region 6 CTE Coalition by scheduling, planning, and facilitating stakeholder meetings to address federal, state, and regional goals and expectations of the Perkins V Act including collecting and disseminating workforce data, conducting quarterly meetings, and maintaining accurate partnership records.
  • Builds and maintains relationships with new and existing coalition partners and leads an annul cycle to conduct comprehensive regional assessment, goal setting, budget development, and the CLNA
  • Facilitate Perkins eligible CTE Program of Study improvement through vertical peer-to-peer collaboration within clusters to ensure programs of study are meeting set expectations.
  • Point of contact and participates in monthly Perkins Regional Coalition Coordinator state sponsored meetings
  • Travel as required to visit high schools, school board administration, job fairs, and participate in professional development
  • Other duties as assigned

Required Minimum Qualifications:

  • Bachelor’s degree from an accredited college or university.
  • One or more years increasing responsibility in education or grant management
  • In-depth working knowledge of outreach strategies in CTE higher education

Preferred (Desired) Qualifications:

  • Master’s degree from an accredited college or university
  • Three or more years of increasing responsibility in grant management in post-secondary CTE education
  • Certified Perkins Representative

Additional Requirements:

A valid Louisiana Driver’s License

Proof of motor vehicle insurance
