This is a 8 hour per day, 260 day per year Capital Improvements Project Manager II position with benefits at the District Support Service Center in the Capital Projects Department.


Hours for this position are 8:00 a.m. - 5:00 p.m.

JOB SUMMARY:
Reporting to the Director of Capital Projects, the position provides essential project management, planning and oversight for assigned capital improvement or construction projects. Position will be primarily involved in managing multiple large projects ($10million+each) including over $100 million in voter approved bond funds specifically intended for school modernizations and replacements. Incumbent is responsible for providing support, management and oversight as district liaison and will monitor and adhere to project budgets and schedules ensuring completion of projects on time and on budget while maintaining district standards. This position will also assist the Director of Capital Projects with long range Capital Bond and Levy planning and project implementation including major initiatives.


TYPICAL RESPONSIBILITIES AND ESSENTIAL FUNCTIONS:

  • Lead all aspects of assigned projects including; planning, logistics, design, bidding, construction, permitting and procurement. Projects vary in size/scope and may include comprehensive multi-year, phased initiatives or development of long-range plans.
  • Lead assigned General Contractor/Construction Manager (GC/CM) or other projects utilizing approved alternative procurement methods acting as project manager and owner’s representative.
  • Act as owner representative and provide leadership to consultants and contractors throughout the project lifecycle; represent and communicate the district’s perspectives and interests in resolving problems and setting work priorities.
  • Respond to and develop creative, functional solutions for building space alterations or renovations. Work closely with building administration and/or leadership to implement projects from conception to close out.
  • Communicate effectively and regularly with department staff on all project issues, status, budget impacts, short term concerns and long-term potential impacts that are discovered through planning and construction.
  • Coordinate, document and track project scope, the construction planning and permitting process for assigned projects, including environmental and other reviews for governmental agencies. Work with all parties to ensure project delivery is on-time and within budget.
  • Assist in selection process of architects, consultants, engineers, design teams, contractors, and other professional service providers.
  • Assist in selection process for alternative procurement including General Contractor/Construction Manager (GC/CM), Design/Build (DB), and Energy Services Company (ESCO).
  • Review and approve project budget expenditures; monitors progress of contracted work and approve payment requests; monitors performance of contractors and consultants; resolves contractual issues and disputes.
  • Review construction documents for accuracy including drawings, bid-specifications, contract documents, close-out documents, etc. Monitor contractor compliance with construction documents.
  • Participate in development of district construction standards and monitor for compliance.
  • Act as liaison for all project partners including district staff, school administrators, consultants, contractors, engineers, building officials, and the community throughout project lifecycle. Assist with planning efforts for District Capital Levy and/or bond planning including; initiating and conducting studies to assess condition of facility systems and equipment to develop plans for facilities, site development/improvements, and prepare recommendations in coordination with District maintenance staff and leadership.
  • Facilitates and leads coordination of maintenance and operations teams when planning or implementing projects. Ensures effective and efficient handoff of new systems or structures. Supports start-up and transition efforts and seeks solutions to address operational efficiencies, sustainability, security, functionality, capacity, safety, or other issues specific to the project.
  • Establish and maintain effective working relationships with a variety of stakeholders, weighing multiple perspectives, and resolving conflicts in a constructive manner.
  • Work effectively with jurisdictional agencies regarding district projects, land use issues, requirements, and procedures; assure that the district conducts construction projects according to local, state, and federal requirements.
  • Implement and comply with federal and state laws and district policies.
  • Ensure project requirements for OSPI School Construction Assistance Program submittal process and other grants or incentives are met.
  • Maintain logs, photographs, and project files for documentation throughout entire project.
  • Monitor post-construction building performance and oversee warranty period.
  • Maintain consistent attendance and conform to regular work hours specified under contract.
  • Perform other related duties consistent with scope and intent of assignments.


JOB REQUIREMENTS; MINIMUM QUALIFICATIONS

Skills, Knowledge and Abilities required to satisfactorily perform the functions of the job include:

  • Prior experience with alternative procurement methods (GC/CM; Design-Build/Progressive Design-Build; JOC; ESCO) including in K-12 construction or facility alterations.
  • Demonstrated skill in managing large (over $10million) facility improvement and construction projects for assignments of varying scope requiring complex analysis and coordination of competing priorities.
  • Knowledge of public works construction and building codes, practices and procedures, including financing, environmental, procurement and contracting requirements.
  • Ability to balance design considerations with the need for operational efficiency, long-term durability, and low maintenance requirements.
  • Strong interpersonal skills and experience leading work involving a variety of stakeholders and perspectives.
  • Familiarity with local, state, and federal rules and regulations concerning building construction, including emerging issues affecting K-12 facilities and property.
  • Knowledge of contract and change order preparation and RFQ/RFP processes.
  • Demonstrated ability to resolve conflicts and be a creative and adaptive problem-solver.
  • Ability to complete projects on time, within budget, and with a high level of customer satisfaction.
  • Highly effective oral and written communication including preparing and delivering presentations, writing effective reports and correspondence, and communicating technical information to non-technical staff.
  • Ability to work irregular and flexible hours as required.
  • Ability to work independently and collaboratively under a high degree of pressure to meet deadlines, budgets, and expectations of quality from multiple constituents.
  • Skills in interpersonal relations and collaboration.
  • Ability to work with a diverse group of people under a variety of circumstances.


EDUCATION AND EXPERIENCE:

  • Bachelor of Arts or Sciences degree. Preferred areas of study or prior work experience include: Architecture, Project Management, Construction Management or related field. Degree requirement may be waived if work experience in relevant or desired fields is exceptional and extensive.
  • Minimum 5 years experience managing K-12 capital construction activities.
