SUMMARY OF DUTIES:

The Rail Planning Analyst is responsible supporting rail planning aspects of projects or a smaller component of the larger Gateway program. Individuals in this role use technical knowledge and related experience to work with business and technical experts to identify and document requirements, processes and specifications needed to complete project deliverables with focus on effective use of people, tools and technology. Individuals in this role work under moderate supervision of senior level Program Manager. The role requires regular reporting of status, risks, and documentation of issues as they arise, leveraging prescribed project parameters and enterprise tools.


ESSENTIAL FUNCTIONS:

  • Assist project team members in the definition of project scope and objectives by involving relevant Gateway Program stakeholders
  • Performs analysis of collected information to identify patterns and develop potential solution options in collaboration with designers, architects, engineers, project managers and sponsors.
  • Coordinate process steps associated with changes to the project scope, project schedule, and project costs
  • Documents business processes by using process mapping tools, and identifies potential gaps
  • Develop and maintain required project management artifacts in accordance with Amtrak Project Management standards and applicable regulations
  • Manages document version controls and uses technology tools such as SharePoint to distribute documents and communicate to the project teams
  • Support Senior Project Manager and Gateway team in development of Federal grant funding requests.
  • Adheres to Amtrak Enterprise Project Management methodology.


MINIMUM QUALIFICATIONS:

  • Bachelor’s Degree required OR equivalent combination of training, education and relevant experience may be considered in lieu of a degree.
  • 2+ years of relevant experience preferred
  • Solid communication skills with ability to covey information to others
  • Ability to coordinate with individuals in other departments to complete work tasks
  • Experience with supporting cross-functional projects involving multiple teams and departments
  • Ability to communicate effectively with individuals at multiple levels within organization
  • Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project), GIS preferred
  • Associate degree or equivalent combination of education and work experience
  • Must have work authorization in the United States.


PREFERRED QUALIFICATIONS:

  • Transportation industry experience
  • Associate degree or equivalent combination of education and work experience
  • Master's degree (preferred) in planning or transportation-related field

  • Amtrak’s Capital Delivery Group is fast-paced, cooperative and results-oriented.
  • Hybrid work schedule optional, with coordinated in-office days each week.

Must have excellent oral and written communication skills.


The salary/hourly range is $64,080-$83,050. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation. In accordance with DOT regulations (49 CFR § 40.25), Amtrak is required to obtain prior drug and alcohol testing records for applicants/employees intending to perform safety-sensitive duties for covered Department of Transportation positions. If an applicant/employee refuses to provide written consent for Amtrak to obtain these records, the individual will not be permitted to perform safety-sensitive functions.


In accordance with federal law governing security checks of covered individuals for public transportation ( Title 6 U.S.C. § 1143), Amtrak is required to screen applicants for any permanent or interim disqualifying criminal offenses.
