The position:
We are seeking to fill a Community Builder Position. The Community Builder will, under the direction of a Community Services Administrator, develop and mobilize assets for collective action to create and maintain stronger communities. Promote community-building principles, develop and coordinate relations between community members, neighborhood stakeholders, and SHA. Work with various community agencies and SHA, to promote relationships and partnerships among community members and others who care about the neighborhood. Perform special assignments. The pay for this position is $34.49 - $51.73 per hour D.O.E, Knowledge, Abilities.
The ideal candidate has:
Four years work experience in human services, community and economic development, social work, or related field.
- Bachelor's degree in human services, community and economic development, or related field; may substitute four years of relevant work experience for the required degree.
- Develop, coordinate, and promote participation in community and supportive services, community planning and other SHA sponsored activities. Design and implement activities and policies to assure broad-based participation and on-going information sharing throughout the community.
- Facilitate the development and implementation of community building activities such as block clubs, activity clubs, resident leadership organizations, cultural events, "welcome wagons," and volunteer activities in response to needs and interests identified by SHA staff, community members, or service providers. Assist community groups to plan, implement, monitor, and evaluate activities and programs.
- Develop and maintain a wide range of partnerships with public and private entities that provide services to the community and the surrounding neighborhoods. Develop new partnerships as necessary to meet the changing needs of the community.
- Support, coordinate, and/or participate in multi-agency collaborative as appropriate to the needs of assigned communities with a special emphasis of promoting community building principles and programs.
- May monitor the governance of public housing resident councils to ensure compliance with Department of Housing and Urban Development (HUD) guidelines, and work with resident councils to continually improve the processes and/or rectify areas where guidelines are not being followed. Conduct site visits to SHA funded human services programs; consult and evaluate compliance and success of program activities.
- May provide guidance and assistance to resident councils and other resident groups in the development, implementation and monitoring of community and education activities funded from various sources, including HUD grant resources such as vending machine proceeds.
- Gather and analyze information regarding community supportive service needs. Conduct surveys, by mail, individual interview and/or focus groups; meet with appropriate individuals, departments, and community groups/agencies to develop goals and plans of action to meet customer expectations; implement continuous process improvement for service delivery.
- In cooperation with other SHA departments and staff, implement communication plan to promote community building and/or HOPE VI activities. Assist in organizing and conducting community events and tours; maintain redevelopment information center for assigned communities. Develop and distribute newsletters, flyers, and other written communication; assist with web page development and content.
- Assist with policy development and program implementation for community and supportive services in assigned communities.
- May supervise and evaluate the performance of assigned staff. Interview and select employees and recommend transfers, reassignment, termination, and disciplinary actions; plan, coordinate and arrange for appropriate training of subordinates.
- Facilitate the participation of staff to develop, implement, and continuously improve customer service to ensure attainment of the core strategies and mission of the agency. Coach and support staff in the development and implementation of work plans and/or initiatives working cooperatively and interdependently with others and all departments. Develop communication plans and establish tracking processes to ensure completion of initiatives, and work plans, which include linkage to employees' performance evaluations. Work respectfully and courteously with other employees; follow directions and work well under stress.
- Prepare program proposals, budgets, and applications for federal and local funding for community and supportive services. Prepare all required reports to HUD in accordance with program jurisdiction, support and assist with the implementation of appropriate tracking systems.
