JOB DESCRIPTION
The Human Capital Strategist analyzes data to assess the impact of human capital strategies, makes policy and process recommendations related to findings, and communicates findings to a variety of stakeholders. The Human Capital Strategist works with the Chief Human Capital Officer (CHCO) to develop and implement practical and effective human capital (HC) strategies in the areas of talent acquisition and workforce planning, talent development and performance management, professional development, and change management. Analyzes data to monitor and assess the impact of human capital initiatives, make policy and process recommendations related to findings, and communicate findings to non-technical audiences. Identifies opportunities for workforce and organizational improvement, plans and executes improvement initiatives, evaluates project performance, and provides subject matter consultation in human capital strategy and alignment and integration with City Schools' goals and objectives.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Designs, recommends, and implements human capital strategies, programs, and processes necessary to build world-class human capital to execute City Schools' business strategies.
- Works with the CHCO and key City Schools' internal stakeholders to identify and develop human capital initiatives.
- Manages day-to-day project activities, establishes appropriate leverage on project teams and manages/assigns project responsibilities to team members, and makes recommendations regarding resource allocation
- Creates data analyses and reports to drive strategic decision-making.
- Works with CHCO to diagnose and prioritize human capital issues/risks for projects and programs associated with new initiatives. Designs strategies, plans, and initiatives that address risks and align efforts to City Schools business and human capital goals.
- Provides presentations and communications relating to research and analysis.
- Conducts complex data analyses.
- Provides subject matter expertise to complex human capital projects and related systemic initiatives such as performance management systems, achievement and professional development programming, workforce analyses and departmental performance metrics.
- Assists in developing talent acquisition and development programs that optimize resources through competency model design, workforce planning, succession planning, leadership assessment and accountability.
- Assists in developing communication plans and materials.
- Oversees and tracks the progress of HC strategies and action plans and prepares reports.
- Assists in developing and administering accountability methodologies to assess the effectiveness of HC strategy and determine its impact on City Schools' goals and programs.
- Works with HC management staff to realign the human capital functions (people, process, organization, and technology) to better support organizational goals.
- Assists HC staff in managing the movement of resources because of significant organizational events - e.g., principal selection process, network selection process, teacher selection.
- Keeps abreast of changes in City Schools' policies, procedures and negotiated agreements.

REQUIRED QUALIFICATIONS
- Bachelor's degree in Computer or Data Science, Human Resources, Business Administration, Public Policy, Education, or related field from an accredited college or institution.
- Other combinations of applicable education, training, and experience that provide the knowledge and skills necessary to perform effectively in the position may be considered.
- Five years of related experience.
- Excellent analytical, project management, and organizational skills.
- Creative and proactive problem-solving skills.
- Excellent interpersonal, oral, and written communication skills.
- Advanced Microsoft Excel skills (vlookups, pivot tables, if formulas).
- Proficient in the use of Microsoft Office applications including Word, Excel, PowerPoint, Teams, and Outlook.
- Knowledge and functional expertise in human capital management preferred, to include at least two in the following areas: workforce planning, succession planning, recruitment and staffing, classification, compensation, performance management, employee relations, labor relations or general education reform.
- Knowledge of best practices and principles related to education and/or human capital.
- Ability to lead, guide and facilitate the work of assigned projects and initiatives through HC and other City Schools managers.
- Ability to translate information, develop insights, and to analyze and interpret organizational policy, goals, and objectives for impact on HC programs and provide accurate, timely and effective human capital consultative and advisory services to managers and employees.
- Ability to deliver presentations and training, facilitate work groups, and conduct briefings for employees, peers, and /or senior managers.
- Ability to prepare policies, standard operating procedures, reports, briefings, articles for publication, evaluation statements, and other written documents.
- Ability to work with uncertainty and a complex environment with multiple stakeholders.
Preferred:
- Experience with a data analysis programming language (R preferred).
- Practical experience in designing and delivering human capital solutions that enhance individual and organizational success.
- Current PHR, SPHR or HCS certification from SHRM or Human Capital Institute.
- Master's degree in related field.
This role hybrid in-person/remote with the possibility of being fully remote after the initial onboarding period. Preference for candidates from the mid-Atlantic region as there are required in-person meetings and events scheduled throughout the year.

- Salary: $89,060-$98,559
