Primary Objective

The City of Bloomington is seeking an individual to provide their supervisor with the results of sales tax audits of certain businesses within the City which are subject to either revenue-producing ordinances or enforcement ordinances and to provide management with the results of these financial reviews.

Examples of Duties

  • Perform audits of local businesses that are subject to municipal taxation or are required to be in compliance with City code and related regulations, to assure proper collection of revenues, and that the business is in compliance with various City codes
  • Inspects, analyzes, and evaluates business accounting records
  • Communicate effectively with all levels of external business's management during the municipal taxation reviews
  • Report municipal taxation review findings, conclusions, and recommendations to Finance Manager and Chief Financial Officer on a timely basis
  • Perform financial reviews of new liquor license applicants as requested
  • Keep supervisor promptly informed of all significant matters to enable the employee to perform the position responsibilities effectively and efficiently
  • Work as a team member within the Finance Department
  • Perform special projects and other duties and responsibilities as apparent or assigned
  • Prepare and summarize monthly sales tax collections for payment to appropriate parties
  • Maintains confidentiality at all times regarding review procedures and results

KNOWLEDGE, SKILLS & ABILITIES REQUIRED
  • Ability to communicate effectively, both orally and in writing
  • Ability to successfully complete work assignments in a timely manner
  • Ability to understand, and implement new audit and accounting techniques
  • Ability to set correct priorities to fulfill the work plan schedule.
  • Ability to identify opportunities for improvement with municipal taxation
  • Feedback received from taxpayers and others relative to quality of work is positive
  • Ability to verify, through validation, that the recommendations of municipal taxation reviews were implemented and provided intended results
  • Work is accurate and shows attention to detail
  • Ability to communicate effectively and tactfully with City Management, Finance Department management, other City personnel, and the general public, etc.

Minimum/Desirable Qualifications

MINIMUM QUALIFICATIONS
  • Bachelor's degree in Accounting or a closely related field
  • One year, within the past five years, sales tax, audit or accounting experience
  • Knowledge of generally accepted accounting principles and generally accepted auditing standards
  • Experience creating memos and spreadsheets using Microsoft Office products
  • Valid driver’s license

DESIRABLE QUALIFICATIONS
  • Work experience in municipal accounting or auditing
  • Additional years of recent sales tax, audit or accounting experience
  • Certified Public Accountant or Certified Internal Auditor certification
  • Familiarity with the ordinances and statutes affecting City government
  • Ability to speak a second language, in addition to English that has a recognized presence in the community. (Spanish, Somali, Vietnamese, Chinese Mandarin, Cambodian, etc.)

This position does not supervise others.

Anticipated Hiring Range: $76,482 – $81,141 Annually
2023 Full Salary Range: $76,482 – $101,971 Annually
