The Housing and Community Development Division is seeking a qualified individual to fill the position of Assistant Project Manager. This position is located in the Planning Section, and is responsible for assisting the Chief Planner with the planning, administrative management, project completion, and tracking of financial and programmatic outcomes of projects implemented as part of the local Affordable Housing Trust Fund (AHTF).

Representative Duties

  • Assists Chief Planner in directing the Section work program tasks associated primarily with the local Affordable Housing Trust Fund (AHTF), to include limited supervision of other staff members, data gathering and preparation of reports, and necessary public outreach.
  • Performs administrative management of the Orange County’s AHTF, to include updates to the Housing Trust Fund Plan, development and tracking of budget, implementation of AHTF strategies, and reporting of outcomes.
  • Develops new program infrastructure associated with the set up and implementation of strategies and initiatives outlined in the Housing Trust Fund Plan.
  • Responsible for development of new programs and innovation initiatives outlined in the Housing Trust Fund Plan.
  • Coordinates leveraging of resources, to include local, state and federal funding targeted for affordable housing, in order to develop necessary partnerships and ensure successful implementation of strategies outlined in the Housing Trust Fund Plan.
  • Provides oversight of other personnel with the AHTF duties to ensure that projects are completed in a timely manner and within the budget.
  • Maintains effective and productive communication with team members, internal and external customers, and vendors.
  • Coordinates and assists in the development of presentations on affordable housing issues for internal and external stakeholders. Presents on topics related to the local AHTF and responds to inquiries as needed.
  • Interacts directly with citizens on specific projects and initiatives, and attends public meetings related to such projects. Manages media relations, if required.
  • Represent Housing and Community Development Division in meetings with various community stakeholder groups and professional organizations.
  • Performs other related duties as assigned.

Minimum Qualifications

Bachelor's degree from an accredited institution in Engineering, Building Construction, Architecture, Planning, Business Administration or a closely related and three years of progressive experience in aforementioned area and two years of project management experience; or an equivalent combination of relevant education and experience.

Preferences

Master's degree in Planning, Real Estate, Business Administration or one of the other fields mentioned above.

American Institute of Certified Planners (AICP) certification or other professional certification or training indicating ongoing professional development activities in the area of urban planning.
