The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. In juvenile justice, ACS manages and funds services including detention and placement, intensive community-based alternatives for youth, and support services for families.
In collaboration with DYFJ leadership, the Assistant Commissioner will work to advance the strategic priorities of Division by leading the design, development, and implementation of high-quality, comprehensive workforce and vocational development programming for court-involved youth in secure detention, as well as building public-private partnerships and increasing the capacity of community-based organizations to support this work.
Specific duties will include, but are not limited to:

In collaboration with DYFJ leadership, the Assistant Commissioner will work to advance the strategic priorities of Division by leading the design, development, and implementation of high-quality, comprehensive workforce and vocational development programming for court-involved youth in secure detention, as well as building public-private partnerships and increasing the capacity of community-based organizations to support this work.
Specific duties will include, but are not limited to:
- Manage and supervise the day-to-day function and planning of assigned work units in the areas of workforce and vocational development.
- Lead efforts to create culturally competent, gender-affirming, youth and family-centered service delivery models, and develop and implement policies and procedures across the Division’s programs.
- Develop quality assurance measures, standards, and data management systems to promote, monitor, and track strong programmatic outcomes, and collaborate with DYFJ and ACS staff to review and analyze data and identify trends and patterns to better address unmet and changing service needs.
- Lead and manage relevant research and engage in strategic analysis and planning work, including needs assessments, surveys, service gap identification, and the development of service agreements to adapt/adopt effective workforce and vocational development models and practices that are responsive to the needs of vulnerable court-involved youth in secure detention and their families.
- Build and strengthen public-private partnerships and engage in capacity building activities to increase the capacity of community-based organizations and local businesses to provide high-quality workforce and vocational development programming and services to court-involved youth in secure detention and their families.
- Interface with city, state, private and public stakeholders, and oversight bodies to strengthen inter-agency collaboration, navigation of public systems on behalf of youth and families, and leverage resources including grant applications and new needs requests to achieve positive outcomes for court-involved youth in secure detention and their families.
- Manage the professional development of assigned staff through supervision, coaching, and training grounded in the principles of diversity, equity, and inclusion.

Minimum Qual Requirements
1. A baccalaureate degree from an accredited college, and four years of full-time teaching experience or of child care experience in an officially accredited child care institution in the area of educational and/or social programming, or counseling; and
2. A New York State Certificate as a School Administrator and Supervisor within 18 months of the date of appointment.
A master's degree in education or an appropriate related field from an accredited college may be substituted for two years of teaching experience or of child care experience in an officially accredited child care institution in the area of educational and/or social programming, or counseling.

- Capable of prioritizing tasks and manage multiple projects at one time.
- Excellent oral and written communication and organizational skills.
- Experience developing and leading workforce preparation and workforce entry programming, as well as knowledge of NYC’s workforce landscape, including funding sources, pathways to employment, and employment partners.
Additional Information
THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $130,000-$150,000.
