Job Overview
The Financial Management & Comptroller Directorate, Air Force Research Laboratory seeks candidates who will serve as Branch Chiefs within Financial Management Divisions of the Laboratory. Immediate vacancy located at Wright-Patterson AFB within Sensors Financial Management Division (AFRL/RYF); but this vacancy could be used to fill similar positions over the next 90 days.
- Supports enterprise and mission priorities at all levels
- Branch Chief to the FM Division Chief
- Advises and provides counsel to employees regarding policies, procedures and directives of leaders
- Mentors and promotes career development and training for subordinate employees
- Leads the execution of expert financial analysis throughout the branch
- Directs employees in the use of methods of analysis sufficient to ensure financial aspects of research and program forecasts, reports, plans, & strategies are consistent with DAF goals & strategic initiatives
- Researches and determines or recommends appropriate actions for issues that impact the organization
- Ensures fiscal law, policies, regulations, principles, standards and procedures are properly applied
- Ensures team attendance in training and directs team in all aspects of DoD planning, programming, budgeting and execution of programs
- Directs, coordinates and oversees work through subordinate employees to accomplish short & long term priorities
- Ensures that staff are effectively utilized to meet organization and customer needs, considering experience, training & abilities
- Creates and implements concepts, procedures and processes required to support AFRL projects & programs
- Establishes metrics and methods of analysis to assess the efficiency and effectiveness of the FM Division
- Demonstrates a mastery of, and skill in, applying innovative FM practices, techniques, and methodologies to identify, analyze, and resolve issues ensuring resolutions are consistent with mission objectives
- Performs expert level FM work related to budget formulation and execution, financial analysis, governance, operations, cost analysis, accounting, and program control
- Reviews and guides revisions of supporting documentation for FIAR audit trail
- Collaborates, interacts, coordinates and meets with key customers and coordinating officials to assess customer satisfaction, explain organization policies and procedures and resolves issues
- Increase enterprise collaboration among Msn Orgs and free up dollars for other critical investments by leveraging other Msn Org expertise, and by defining opportunities to develop cross-msn org technical programs responding to warfighter needs

Required Qualifications
- United States Citizenship
- May be required to maintain up to a Top Secret security clearance with SCI eligibility.
- Position may be a drug testing designated position. The incumbent may be subject to random testing.
- Applicants must have at least one (1) year of specialized experience at the next lower grade DO-02/GS-13, or equivalent in other pay systems.
- This position has been designated as a Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP). This position is an Acquisition Professional Development Program (APDP) position requiring Business - Financial Management (K), Advanced (Tier 3), Non-Critical (4), acquisition certification. The selectee must meet or be capable of achieving acquisition certification within 60 months after assignment. This position also requires the employee to engage in acquisition continuous learning activities achieving 80 continuous learning points every 24 months. *Applicants must list all completed APDP certifications on their resume.
- This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
Desired Qualifications
- Desire Master’s/MBA or equivalent advanced degree in finance, business administration, or other relevant meaningful Master’s degree.
- Experience with Comprehensive Cost and Requirements (CCaR) System
- Supervisory and/or team lead experience
- Experience managing and executing incoming/external customer funds

- Knowledge of multiple financial management disciplines including finance, accounting, budget, cost analysis, and management functions.
- Skill in the analysis and resolution of complex problems.
- Ability to gather, assemble, and analyze data to prepare financial budget and cost estimates and make recommendations to resolve financial/funding problems.
- If uploading multiple transcripts, naming convention should include "Transcript BS" or "Transcript MA" as applicable.
- Federal resume, with relevant start and end dates per experience block
- Unofficial transcripts if the Required Qualifications listed a degree requirement
- Most recent SF-50 for current federal employees
