Job Summary
This position exists to assist the Education Services Officer in managing the MN National Guard Incentives Program, as established by the Adjutant General. This position exists within the Education and Incentives Branch, Department of Military Affairs, and the State of Minnesota. This position is responsible for reviewing MN National Guard Service Member incentive contracts and payment requests for eligibility, accurately calculating payments, and making payments in excess of $3 million per year. Further responsible for direct deposit/W9 processing, managing the Exception to Policy tracker, and managing the extended state tuition reimbursement program. This position must also be well versed in the other State and Federal incentives, enough so to conduct unit briefings, host Teams Meetings, conduct one on one training among other presentations. Administrative support duties include calendar/email management; data collection and spreadsheet maintenance; creating correspondence/newsletter materials; customer service; research and planning; program auditing; research and data collection; maintaining thorough, accurate and retrievable records; maintaining checklists and standard operating procedures (SOPs); information management; and preparing and processing exception to policy requests. Other duties as assigned.
Qualifications
Minimum Qualifications
- Extensive knowledge of a specialized program area sufficient to serve as technical expert and train and direct the work of others
- Knowledge of laws and regulations governing a specialized program area sufficient to develop procedures and program guidelines
- Knowledge of principles and practices of office management sufficient to plan, assign and review the work of other staff.
- Experience with Microsoft products such as Excel, Word, and Outlook.
- Mathematics skills sufficient to reconcile data and balance accounts.
- Customer Service skills sufficient to provide prompt, courteous and accurate information to customers in person, on the phone, and through email and other written correspondence.
- Good written and verbal communication skills.
- Knowledge of English sufficient to fluently speak, read, understand, and respond to a variety of written and spoken communications.
- Ability to work independently while knowing when management consultation is needed.
- Ability to manage multiple priorities simultaneously and ability to meet strict deadlines.
- Ability to maintain a consistent, high quality, customer-focused orientation.
Preferred Qualifications
Associate's degree or higher in Business, Accounting or an Accounting related field.
Working knowledge of Generally Accepted Accounting Principles (GAAP).
Experience working with the Statewide Integrated Financial Tools (SWIFT) system.
